DESA WISATA BERBASIS BUDAYA DENGAN PENDEKATAN REGIONALISME KRITIS DI DESA SIRNARESMI

Tingkat kemiskinan di Jawa Barat dalam 5 tahun terakhir mengalami penurunan, namun masih mengalami ketimpangan yang tinggi antara desa dan perkotaan. Ketimpangan di desa mencapai 9,79% sedangkan di kota hanya 6,03%. Pengentasan kemiskinan oleh pemerintah difokuskan pada perdesaan. Diharapkan dapat menekan urbanisasi warga desa ke kota. Pemerintah telah berusaha membuat program yang bertujuan untuk mengurangi ketimpangan di desa. Program tersebut berkaitan dengan pertanian, pariwisata, dan UMKM. Menurut Rencana Pembangunan Jangka Menengah Daerah (RPJMD) 2018-2023 Dinas Pemberdayaan Masyarakat dan Desa Jawa Barat, memiliki program OVOC (One Village One Company) yang bertujuan untuk mengurangi kemiskinan di desa dengan meningkatkan taraf hidup warga sehingga dapat menekan urbanisasi dan meningkatkan pamor desa. Perencanaan OVOC berkaitan dengan produk desa, dimana salah satunya dapat berasal dari pariwisata. Disamping itu salah satu visi pemerintah adalah menjadikan Jawa Barat sebagai provinsi pariwisata. Berkaitan dengan gagasan provinsi pariwisata dan tujuan mengurangi kemiskinan di desa, untuk itu dapat dijadikan solusi sebagai peningkatan taraf hidup masyarakat desa melalui sektor pariwisata. Daya tarik wisata berhubungan dengan potensi desa yang dimiliki. Di Jawa Barat terdapat komunitas adat yang di masa modern ini masih mempertahankan tradisi dan kebudayaannya dalam kehidupan sehari-hari, yaitu Komunitas Kesatuan Adat Banten Kidul. Komunitas ini terdiri dari beberapa Kasepuhan yang tersebar di desa/kampung di Kawasan Pegunungan Halimun. Salah satu desa yang ditempati oleh komunitas ini adalah Desa Sirnaresmi. Desa ini direncanakan sebagai desa "emas" pada tahun 2024, berorientasi pada pengembangan desa wisata budaya.

West Java's poverty level in the past 5 years has decreased, however high inequality between the rural and urban still exists. Inequality in the rural reach to 9,79% while in the urban 6,03%. Poverty alleviation by the government has been focused on the rural area. This effort is expected to push down the urbanization of villagers to the urban area. Government has attempted in creating programs with the purpose to decrease inequality in rural area. These programs are related with the field of agricultural, tourism, and Small Medium Enterprise (SME). According to Regional Medium-Term Development Planning (RPJMD) 2018-2023, The Office of Community and Village Empowerment in West Java has the concept of One Village One Company (OVOC) with the purpose to decrease the poverty in the rural with the way of increasing the standard of living thus it can push down the urbanization and increase the village's prestige. OVOC's planning has strong relation with one of the village's product that can come from tourism. In addition, one of the vision of the government is to make West Java as a tourism province. Correspond with the tourism province idea and the purpose of decreasing the poverty in rural area, tourism could be a solution to tackle those issues. In general, tourism attractiveness needs to be related with the village's potential. In West Java, there is a indigenous community that still preserves its tradition and culture in this modern era through its daily activities called "Komunitas Kesatuan Adat Banten Kidul". This community consists of number of Kasepuhan (Community) that is spread all over some villages in Halimun mountains area. One of the village which the community occupies is Sirnaresmi Village. This village is projected as a "Golden" village in 2024, oriented on the development of tourism village and culture.
