PERKEMBANGAN SMART CITY DI KOTA SURABAYA TAHUN 2013-2018

Pada tahun 2003 Kota Surabaya telah melakukan pemanfaatan teknologi informasi dalam manajemen perkotaannya. Dalam perkembangannya pemanfaatan teknologi informasi tersebut berkembang menjadi smart city. Perkembangan penggunaan pemanfaatan teknologi informasi di Kota Surabaya sejak tahun 2003 sampai tahun 2012 telah dituangkan dalam laporan penelitian (tesis) oleh Dwita Widyaningsih dengan judul Kota Surabaya Menuju Smart City. Penerapan konsep smart city di Kota Surabaya terus dilakukan hingga tahun 2018. Hal ini ditandai dengan penghargaan-penghargaan Kota Cerdas Terbaik yang diperoleh oleh Kota Surabaya. Maka perlu diteliti bagaimana perkembangan smart city di Kota Surabaya mulai tahun 2013 sampai tahun 2018. Penelitian ini berfokus pada proses perkembangan smart city di Kota Surabaya tahun 2013-2018. Proses pembangunan dan pencapaian-pencapaian program pembangunan hanya dibahas secara kualitatif. Dari proses perkembangan smart city tersebut diidentifikasi faktor yang mempengaruhi proses tersebut. Perkembangan smart city di Kota Surabaya mencakup enam dimensi smart city yang memiliki perkembangan berbeda-beda. Dimensi smart governance dan smart mobility mengalami perkembangan yang pesat. Adapun faktor-faktor yang mempengaruhi perkembangan tersebut dapat dibedakan menjadi dua bagian yaitu faktor internal pemerintahan dan faktor eksternal pemerintahan. Faktor internal pemerintahan terdiri dari: kepemimpinan, landasan hukum, program-program berkelanjutan, kolaborasi antar Organisasi Perangkat Daerah, sumber daya pegawai pemerintah, pendekatan kepada masyarakat, anggaran biaya dan inovasi. Faktor eksternal pemerintahan terdiri dari: partisipasi aktif masyarakat, kolaborasi berbagai pihak, prioritas permasalahan kota dan program non pemerintah.

The development of the use of information technology in the city of Surabaya from 2003 to 2012 has been outlined in the research report (thesis) by Dwita Widyaningsih with the title Surabaya Towards Smart City. The implementation of smart city concept in Surabaya continues until 2018. This was marked by the Best Smart City Awards obtained by Surabaya. So it is necessary to examine how the development of smart cities in the city of Surabaya from 2013 to 2018. The research focuses on the process of developing smart cities in the city of Surabaya in 2013-2018. The development process and achievements of development programs are only discussed qualitatively. The process of developing the smart city identified factors that influence the process. The development of smart cities in the city of Surabaya includes six dimensions of smart cities that have different developments. Smart governance and smart mobility dimensions are having rapid development. The factors that influence these developments can be divided into two parts, internal government factors and external government factors. Internal government factors consist of: leadership, legal foundation, sustainable programs, collaboration between department, government employee resources, approaches to society, budget and innovation. External government factors consist of: active community participation, collaboration of various parties, priority issues of cities and non-government programs.
