AN INVESTIGATION OF THE SUITABILITY OF THE BALANCED SCORECARD METHOD FOR THE MANAGEMENT SYSTEM OF THE ROAD SECTOR

Jalan memberikan kontribusi yang signifikan terhadap pembangunan ekonomi di suatu negara. Robinson, (2008) menyatakan bahwa dalam pengelolaan jaringan jalan, fungsi manajemen mungkin dianggap sebagai bidang yang mendasar di mana keputusan manajemen harus dilakukan. Saat ini, jalan dipandang sebagai sebuah bisnis besar. Meningkatkan penerapan manajemen dalam organisasi jalan dapat dilakukan melalui pengelolaan jalan seperti bisnis. Komersialisasi dalam organisasi jalan dapat dikenal sebagai proses mengubah cara bekerja pada sektor publik menjadi cara bekerja dengan gaya bisnis dan hal tersebut lebih efektif dan efisien (Robinson, 2008). Mengelola jalan sebagai bisnis dapat mengatasi kebutuhan persaingan dalam organisasi jalan di masa depan. Berkaitan dengan hal tersebut, dalam manajemen strategis, ada alat pengambil keputusan yang telah digunakan di banyak perusahaan dan organisasi yang berorientasi bisnis, yaitu balanced scorecard . Tujuan utama dalam penelitian ini adalah menyelidiki kesesuaian metode balanced scorecard sebagai alat pengambil keputusan untuk manajemen strategis jaringan jalan. Adapun, sasaran pada penelitian ini adalah untuk menilai metode balanced scorecard untuk diterapkan pada manajemen strategis jaringan jalan, menilai kesesuaian metode balanced scorecard dalam menghadapi kebutuhan dan persaingan di organisasi jalan dan menilai persyaratan data balanced scorecard dan meneliti apakah metode balanced scorecard dapat menggantikan analisis proyek berdasarkan kondisi seperti HDM-4. Thesis ini juga melakukan perbandingan antara metode balanced scorecard dengan metode lain nya seperti HDM-4 dan Bridge Management System.. Berdasarkan hasil analisis, dapat disimpulkan bahwa metode balanced scorecard dapat diterapkan pada manajemen strategis jaringan jalan yaitu sebagai alat pengukuran untuk mencapai tujuan. Selain itu, balanced scorecard dapat menghadapi kebutuhan dan persaingan pada organisasi jalan. Tetapi, metode balanced scorecard tidak dapat menggantikan analisis proyek pada HDM-4 karena metode balanced scorecard tidak dapat melakukan analisis proyek seperti menghitung biaya dan manfaat bagi pengguna jalan, melakukan prediksi kerusakan jalan, dan menghitung biaya dan efek pekerjaan jalan. Road gives significant contribution to economic development in a country. Robinson (2008) stated that in managing road network, management function maybe considered as the fundamental area where management decision have to be established. Nowadays, the road is seen as a big business. Improving management practices in road organizations could be performed through managing road like a business. Commercialization in road organization can be recognised as the process of changing the work of public sector into business manner and get more effective and efficient (Robinson, 2008). Managing road as business may cope the needs of competition in road organization in the future. Regarding with that, in strategic management, there is a tool which has been used in many companies and organizations which is business oriented, namely Balanced Scorecard. The principal aim of this research is to investigate the suitability of the balanced scorecard method as decision support tool for the strategic management of road network. Meanwhile, the objectives of this research are to assess balanced score card method to be applied in strategic management of road network, to assess the balanced score card’s suitability to cope the needs and competence in road organisations and to assess data requirement of balanced score card and to examine whether balanced score card method could replace project analysis based on condition base like HDM4. The method used in this research is balanced scorecard method and use balanced scorecard software. This study also does comparison between balanced scorecard method with other model like HDM-4 and bridge management system. From the result of analysis, the balanced scorecard method could be applied in strategic management of road network as the measurement tools to achieve the goals. Besides that, balanced score card could cope the needs and competence in road organisations. However, the balanced scorecard could not replace the project analysis in HDM-4 because the balanced scorecard method could not perform the project analysis like road user costs and benefits, the prediction of the deterioration of road, road works effect and costs etc. Keyword: Balanced Scorecard, Commercialization, Decision Support tool, Strategic Management of Road Network, Project Analysis
