PEMILIHAN PEMASOK MATERIAL WELLHEAD & XMASTREE DENGAN METODE ANALYTICAL NETWORK PROCESS STUDI PADA PT PERTAMINA EP

Pengambilan keputusan dalam memilih pemasok merupakan bagian dari proses pengadaan (procurement) yang memiliki dampak risiko kepada perusahaan. Dalam hal ini, industri hulu migas mempunyai karakteristik yang tidak seperti industri lainnya sehingga proses pemilihan pemasok yang efektif merupakan komponen penting dan dapat menambah keunggulan kompetitif bagi perusahaan. Salah satu komoditi material yang bersifat kritikal srategi di industri hulu migas adalah wellhead & xmastree yang berguna sebagai peralatan kontrol sumur di permukaan yang terbuat dari besi baja untuk mengatur aliran fluida dan tekanan serta menahan semburan atau kebocoran ke permukaan. Tujuan penelitian ini untuk menentukan kriteria dan subkriteria yang menjadi dasar dalam pemilihan pemasok wellhead & xmastree di PT Pertamina EP. Metode yang dipilih adalah Analytical Network Process (ANP) karena kriteria yang saling berkaitan atau berpengaruh dalam pengambilan keputusan. Dalam penelitian ini, terdapat 4 (empat) kriteria dan 7 (tujuh) subkriteria yang digunakan dalam evaluasi pemilihan pemasok dengan 3 (tiga) alternatif perusahaan yang terdaftar dalam buku APDN Migas dan mempunyai standar lengkap API 6A. Penelitian dilaksanakan dengan pencarian tinjauan pustaka, melakukan wawancara, pemberiaan kuesioner, dan kelompok diskusi kepada responden yang dinyatakan sebagai pakar/ahli dalam pengambilan keputusan untuk operasional dan pembelian material wellhead & xmastree di PT Pertamina EP. Pengolahan dan analisis data dilakukan secara manual dan menggunakan perangkat lunak The Super Decision.

The decision making in determining/selecting a supplier is the part of a procurement process that conceives a risk impact to the company. In this case, the upstream oil and gas industry conceive unique characteristics which different with the other industries, thus an effective supplier selection process is an important component and able to provide a competitive advantage to the company. One of the critical and strategic material commodities in the upstream oil and gas industry is the wellhead & xmastree that are useful as a well control equipment on the surface which made of iron steel used to regulate fluid flow and pressure as well as withstanding the bursts or leaks towards the surface. The aim of this study is to determine the criteria and sub-criteria that became the reference for the selection of wellhead & xmastree suppliers in PT Pertamina EP. The method selected is Analytical Network Process (ANP) because the criteria are correlated or influential in the decision-making process. In this research, there are 4 (four) criteria and 7 (seven) sub-criteria that being used in the evaluation of supplier selection with 3 (three) alternative companies listed in the Appreciation to Domestic Product guideline of oil and gas that equipped with complete API 6A standard. The research is conducted through literature review, interview, questionnaire distribution and group discussions towards the respondents who were determined as the experts in the decision-making process for operational and purchase of wellhead & xmastree materials in PT Pertamina EP. The data processing and analysis is conducted manually by using The Super Decision software.
