Perlawanan dari Balkan: Membaca Keberhasilan Kampanye Anti-Rezim Otpor Periode 1998-2000

Perlawanan atas rezim Slobodan Milosevic sudah muncul sejak tahun 1991, hanya berjarak dua tahun setelah ia dinobatkan sebagai Presiden Serbia. Narasi ultra-nasionalis andalannya menjadikan Milosevic sebagai presiden paling mematikan di Eropa abad ke-21. Republik Sosialis Federal Yugoslavia pecah di tangannya, begitu pula dengan tuduhan kejahatan perang dan kejahatan terhadap kemanusiaan yang dilakukan dalam rentang 10 tahun menjabat di Serbia dan Yugoslavia. Di bawah tekanan otoritarian dan pengawasan ekstra dari aparat, sekumpulan anak muda di Belgrade menghimpun diri dan nemamai diri mereka Otpor. Hadir dengan komitmen nirkekerasan, Otpor berhasil meluaskan jangkauan perlawanannya dari gerakan mahasiswa biasa menjadi gerakan masyarakat sipil yang berkelanjutan. Berbekal repertoire yang sarat humor, organisasi ini berhasil memobilisasi massa dan menyatukan oposisi untuk menjatuhkan sang diktator. Skripsi ini mencoba memetakan keberhasilan Otpor dibandingkan dengan gelombang protes anti-Milosevic sebelumnya.

The civil resistance to Slobodan Milosevic regime had emerged since 1991, only two years after he was elected as a President of Serbia. His ultra-nationalist narrative made Milosevic the deadliest ruler in the 21st century Europe. The Socialist Federal Republic of Yugoslavia crumbled in his hands, followed by allegations of war crimes and crimes against humanity commited during his 10-year presidency. Under the pressure of authoritarian regime and the extra scrutiny of the apparatus, a group of Belgrade college students gathered and labelled themselves as Otpor. Otpor succeeded in expanding its scope from a mere student movement to a sustainable civil resistance by excercising nonviolence discipline. Heavily equipped with humorous repertoire, this social movement managed to mobilize the masses and to integrate the oppositions to bring down the dictator. This research aims to analyze the success of Otpor compared to the previous anti-Milosevic protests.
