ANALISIS PENGELOLAAN KONTEN WEBSITE INSTANSI DI KABUPATEN SEMARANG

2017 | Tesis | S2 Teknik ElektroWebsite merupakan sebuah solusi bagi dalam menyampaikan informasi pembangunan yang telah dilaksanakan Pemerintah Daerah kepada masyarakat. Oleh karena itu, Pemerintah Kabupaten Semarang membuat website pada masing-masing Instansi/Satuan Kerja Perangkat Daerah (SKPD). Namun, tidak semua SKPD tersebut mengelola konten websitedengan baik yang terlihat dari 70% SKPD tidak memperbarui konten websitenyasecara rutin. Faktor-faktor yang yang berpengaruh pengelolaan konten website belum diketahui dengan baik. Oleh karena itu, dibutuhkan analisis mengenai pengelolaan konten website di SKPD agar diketahui faktor-faktor yang mempengaruhi pengelolaan konten website di Instansi Pemerintah Daerah Kabupaten Semarang sebagai bahan kajian guna perbaikan pengelolaan konten website. Penelitian ini melihat permasalahan pengelolaan konten dalam konteks personal, teknologi, organisasi dan lingkungan. Model yang mampu mencakup keempat konteks tersebut yaitu model Technology-Organization-Environment (TOE) dan Technology-Personal-Environment (TPE) sehingga penelitian ini mengkombinasikan kedua model tersebut. Responden yang diteliti yaitu Pegawai pada 27 SKPD di Pemerintah Daerah Kabupaten Semarang yang terkait dalam pengelolaan konten website dengan metode purposive sampling. Penelitian dilakukan dengan metode kuantitatif. Untuk pengumpulan data digunakan instrumen kuesioner dengan skala Likert 5 poin. Analisis data menggunakan Structural Equation Modelling (SEM) dengan bantuan software aplikasi SmartPLS. Hasil penelitian menunjukkan bahwa pengelolaan konten website di Kabupaten Semarang secara signifikan dipengaruhi oleh Kompatibilitas dalam konteks teknologi, Dorongan masyarakat dalam konteks lingkungan, dan Self-efficacy dalam konteks personal melalui Faktor Sikap dan Niat. Namun, dalam penelitian ini tidak ditemukan faktor-faktor dominan dalam konteks organisasi.
The website is a solution for conveying information in a development that has been carried out by local government to the citizen. Therefore, Pemerintah Daerah Kabupaten Semarang creates a website on the respective Institution / Regional Work Units (SKPD). However, not all the SKPDs manage the website contents properly that can be seen from the contents that are not updated regularly. The purpose of this study is to determine the factors that affect the website content management in Semarang District Government Agencies. The website is a solution for conveying information in a development that has been carried out by local government to the public. Therefore, Pemerintah Daerah Kabupaten Semarang creates a website on the respective Institution / Regional Work Units (SKPD). However, not all these SKPD (70%) manage their website content regularly updated. Factors that influence the management of website content are not well understood. Therefore, the required analysis of the management of website content in SKPD to unknown factors that affect the management of website content in Semarang District Local Government Agencies as study materials for the improvement of the management of website content. The results showed that the management of website content in Semarang Regency significantly affected by compatibility in the context of technology, citizen in the context of the environment, and self-efficacy in the context of personal via Factors Attitudes and Intentions. However, in this study did not find the dominant factors in the organizational context.
