PERANCANGAN RENCANA STRATEGIS SISTEM INFORMASI DAN TEKNOLOGI INFORMASI (RENSTRA SI/TI) DI RUMAH SAKIT ISLAM YOGYAKARTA PDHI MENGGUNAKAN PENDEKATAN METODE WARD AND PEPPARD DAN IT BALANCED SCORECARD

Latar Belakang : Penyusunan rencana strategis akan membantu sebuah organisasi untuk mencapai sasaran dan tujuan, sehingga mengoptimalkan pencapaian dan dapat menempatkan organisasi pada posisi yang optimal. Secara umum pemanfaatan SI/TI di lingkungan Rumah Sakit Islam Yogyakarta PDHI kurang optimal dan belum menunjukan arah pengembangan sistem informasi yang baik. Kemudian belum ditunjang oleh sistem manajemen dan proses kerja yang efektif, serta belum adanya rencana strategis untuk pengembangan SI/TI. Tujuan : Penelitian ini, bertujuan untuk menyusun sebuah perencanaan strategis sistem informasi dan teknologi informasi (Renstra SI/TI), yang dapat digunakan untuk dasar pengembangan SI/TI di Rumah Sakit Islam Yogyakarta PDHI, dengan menggunakan pendekatan metode Ward and Peppard dan IT Balanced Scorecard. Metode : Penelitian ini merupakan penelitian action research, dengan menggunakan pendekatan kualitatif. Pengambilan data dalam penelitian ini menggunakan metode wawancara, FGD kepada manajemen dan observasi, serta telaah dokumen. Penelitian ini mencoba menggali kebutuhan organisasi dalam merencanakan strategi SI/ TI di RSIY PDHI. Hasil : Rumah Sakit Islam Yogyakarta PDHI sudah menerapkan SIMRS, namun sistem informasi yang ada belum di dukung dengan dokumen legal yang digunakan sebagai arahan organisasi dalam pengembangan SI/TI. Renstra SI/ TI, akan dilaksanakan selama 3 tahun dan terbagi menjadi 3 tahapan. Tahapan tersebut meliputi, : 1) Pada tahapan 1: fokus pada identifikasi, penyesuaian proses kerja SI/TI, standarisasi data dan pelaporan. 2) Pada tahapan 2: fokus pada pengembangan jaringan, infrastruktur, pengembangan SIM pelayanan, SIM manajemen dan integrasi SIM-RS (Papperless based). 3) Pada tahapan 3: fokus pada optimalisasi dan pemanfaatan informasi untuk pengambilan keputusan. Kesimpulan : Masih adanya kesenjangan antara kondisi SI/TI di RSIY PDHI dengan standar tata kelola dan arsitektur SI/TI, serta standar pengelolaan SIMRS. Perlu ada kajian dan persiapan dari pihak manajemen terkait kondisi SI/TI yang dimiliki dan penyesuaian pengembangan SI/TI berdasarkan dengan standar tata kelola SIMRS dan arsitektur SI/TI.

Background : The preparation of the strategic plan will help an organization to achieve its goals and objectives, to optimize the achievement and can put the organization in an optimal position. In general, utilization of IS / IT within the Islamic Hospital in Yogyakarta PDHI less than optimal and not show the direction of good information systems development. Then not supported by the management system and work processes that are effective, and there is no strategic plan for the development of the IS / IT. Objective : This study, aims to make a strategic planning of information systems and information technology (Strategic IS / IT), which can be used to base the development of IS / IT in Islamic Hospital Yogyakarta PDHI, method approach, Ward and Peppard and IT Balanced Scorecard , Methods : This is action research study, using a qualitative approach. Collecting data in this study using interviews, FGD to management and observation, as well as the review of the document. This study tried to explore the needs of the organization in planning the strategy of IS / IT in RSIY PDHI. Results : Islamic Hospital Yogyakarta PDHI already implementing SIMRS, but the existing information systems is not supported by legal documents used as a referral organization in the development of the IS / IT. Renstra SI / IT, will be implemented over three years and is divided into three stages. These stages include,: 1) In stage 1: focus on the identification, adjustment of work processes / IT, standardization of data and reporting. 2) In the second stage: focus on the development of the network, infrastructure, development of services SIM, SIM-SIM management and integration of RS (Papperless based). 3) In the third stage: focus on the optimization and utilization of information for decision making. Conclusion : There is still a gap between the conditions of IS / IT in RSIY PDHI standards of governance and architecture / IT, as well as management standards SIMRS. There needs to be a study and preparation of management regarding the condition of SI / IT-owned and adjustment of the development of the IS / IT based standards of governance and architecture SIMRS SI / IT.
