PENETAPAN HARGA POKOK PRODUKSI DAN KESEDIAAN MEMBAYAR (WILLINGNESS TO PAY) BUNGA EDELWEISS PADA PERSEMAIAN EDELWEISS (Anaphalis spp.) Di TAMAN NASIONAL BROMO TENGGER SEMERU

Minat konsumen akan bunga Edelweiss baik sebagai souvenir oleh wisatawan maupun sebagai bunga sesaji oleh masyarakat Tengger, menjadikan bunga yang dihasilkan oleh perdu berkayu ini semakin rentan keberadaannya. Salah satu upaya yang dilakukan oleh Balai Besar Taman Nasional Bromo Tengger Semeru sebagai pengelola di Taman Nasional Bromo Tengger Semeru (TNBTS) adalah dengan membangun persemaian Edelweiss (Anaphalis spp.) dengan tujuan untuk mengurangi tindak pengambilan secara illegal dari dalam kawasan Taman Nasional. Penelitian ini bertujuan untuk mengestimasi nilai Harga Pokok Produksi (HPP) dan Willingness To Pay (WTP) bunga Edelweiss hasil budidaya persemaian tersebut. Teknik pengumpulan data biaya untuk mengestimasi nilai HPP menggunakan metode survei dengan wawancara terhadap key informan dan metode Accidental sampling untuk pengumpulan data WTP. Untuk mengestimasi biaya produksi menggunakan metode biaya produksi keseluruhan, sedangkan untuk mengestimasi nilai WTP menggunakan metode Contingent Valuation Method. Hasil-hasil penelitian yang didapatkan adalah sebagai berikut : (1) biaya tetap sebesar Rp 65.575.500,- dan biaya variabel sebesar Rp 6.194 ,- per ikat. (2) total biaya produksi sebesar Rp71.769.000,- pada tingkat produksi sebesar 1000 unit, sehingga estimasi nilai HPP bunga Edelweiss sebesar Rp 7.726,- per ikat. (3) estimasi nilai WTP sebesar Rp 24.000,- per ikat.

The edelweiss flower existence is increasingly vulnerable due to the consumer interests it gathers. This flower is used as a souvenir for the visitor and for the local people this flower is used as a flower offerings at the traditional worship. In order to reduce the illegal harvesting of the edelweiss driven by demand as mentioned above, an edelweiss nursery has been built by the manager of Bromo Tengger Semeru National Park. This study aims to estimate the cost of production and the consumers willingness to pay for cultivated Edelweiss flower. Data which is used for cost of production estimation were collected by surveys with the key informan, while the consumers willingness to pay data were collected by accidental sampling method from 98 visitor. The cost of productions was analysed by using full costing method, and consumers willingness to pay was estimated by using contingent valuation method. The important finding of this research are : (1) a total fixed cost is Rp 65,575,500, - per year and variable cost is Rp 6.194,- per bucket. (2) the total cost of production is Rp 71.769.000,- at the quantity of production of 1000 buckets, so that unit cost is Rp 7.726,- per bucket (3) the average of consumers willingness to pay for Edelweiss flower is Rp 24.000,- per bucket.
