HAMBATAN PENINGKATAN AKSES MASYARAKAT PETANI TERHADAP INTERNET MELALUI PROGRAM PUSAT LAYANANAN INTERNET KECAMATAN (PLIK)

Kehadiran infrastruktur Pusat Layanan Internet Kecamatan (PLIK) berpotensi mempercepat terjadinya perubahan sosial, ekonomi dan budaya masyarakat setempat. Apabila akses hanya dimanfaatkan sekelompok kecil orang, misalnya elit desa, sulit diharapkan bisa mendorong terjadinya serangkaian perubahan di perdesaan. Oleh karena itu keberhasilan program penyediaan PLIK bukan ditentukan oleh ketersediaan atau terbangunnya infrastruktur atau fasilitas telekomunikasi semata. Namun ditentukan apakah fasilitas yang ada dimanfaatkan oleh masyarakat setempat atau tidak. Permasalahan dalam penelitian ini bagaimana efektivitas PLIK Nanggulan 2 di Desa Banyuroto Kecamatan Nanggulan Kabupaten Kulon Progo?, tujuan penelitian ini adalah untuk mengetahui efektivitas dari PLIK Nanggulan 2 di Desa Banyuroto, Kecamatan Nanggulan, Kabupaten Kulon Progo. Pendekatan penelitian ini ialah campuran. Penggalian data dilakukan secara wawancara mendalam, kuesioner dan observasi. Hasil penelitian menunjukkan bahwa program di PLIK Nanggulan 2 tidak efektif karena pada kenyataanya pengguna PLIK hanya masyarakat yang berusia muda, sedangkan orang dewasa jarang ditemukan. Terbukti dalam penelitian ini faktor-faktor yang menyebabkan ketidakefektifan PLIK Nanggulan 2 antara lain keterbatasan anggaran PLIK Nanggulan 2, komunikasi dengan pemberi program, dan faktor motivasi masyarakat Desa Banyuroto.

The presence of infrastructure PLIK has the potential to accelerate social change, the economy and culture of the local community. If access is only utilized a small group of people, for example the village elite, could hardly be expected to encourage a series of changes in the rural areas. Therefore, the success of providing PLIK is not determined by the availability of infrastructure or facilities or the establishment of telecommunications facilities. But determined whether the existing facilities used by the local community or not. Problems in this study how the effectiveness of PLIK Nanggulan 2 in the Village Banyuroto District of Kulon Progo?, purpose of this study was to determine the effectiveness of PLIK Nanggulan 2 in the Village Banyuroto District of Kulon Progo. In addition, the approach of the research is mixed method. Data gathering through in-depth interviews, questionnaires and observations. The results showed that the program in PLIK Nanggulan 2 is ineffective since the fact that users of PLIK only young people such as elementary student, whereas adults are rarely found. Proven in this study the factors that led to the ineffectiveness of PLIK Nanggulan 2 include budget constraints PLIK Nanggulan 2, communication with program providers, and motivational factors Banyuroto village people.
