Analisis Game Theory Dalam Pemodelan Korupsi Pengadaan Barang/Jasa Pada Sektor Publik di Indonesia

Penelitian ini menganalisis mekanisme korupsi dalam pengadaan barang/ jasa pada sektor publik di Indonesia, baik yang menggunakan sistem manual maupun ¬e-procurement dengan menggunakan game theory. Hasil dari penelitian ini menunjukkan bahwa apapun nature dari penyelenggara pengadaan, solusi optimal akan diperoleh pada saat pengadaan dilakukan secara elektronik. Hal ini menunjukkan bahwa pengadaan secara elektronik tidak mampu mereduksi perilaku korup pemerintah secara signifikan. Hal tersebut karena proses dan tahapan pengadaan elektronik di Indonesia relatif sama dengan proses yang ada pada pengadaan secara manual.

This study analyzed the mechanisms of corruption in the procurement of goods/services in public sector in Indonesia, both of which use manual or electronic procurement systems by using game theory. The results of this study indicates that whatever the nature of the organizers of the procurement, the optimal solution will be obtained at the time of procurement is conducted electronically. This indicates that electronic procurement is not able to reduce the corrupt behaviour of the government significantly. This is because the process and stages of electronic procurement in Indonesia is similar to the manually process relatively.
