INTISARI Manajemen pengadaan merupakan bagian dari manajemen rantai pasok,, yang secara sistematis dan strategis memproses pengadaan/pembelian barang maupun jasa oleh perusahaan dengan tujuan dapat memenuhi kebutuhan perusahaan, dengan mengindentifikasi sumber barang tersebut, waktu, jumlah, kualitas barang dan pengiriman barang sampai ke tempat tujuan dengan berlandaskan prinsip dan etika di dalam suatu proses pengadaan. Dari hasil identifikasi mengenai bagaimana manajemen pengadaan gabah/beras pada Perum BULOG Divre Yogyakarta yang penulis teliti dapat ditemukan fakta bahwa terdapat kelemahan dalam sistem pengawasan dan pengendalian pengadaan yang dilakukan oleh petugas gudang. Masih banyaknya gabah/beras yang disetorkan oleh mitra kepada pihak gudanng yang tidak sesuai dengan standar perusahaan dan pemeriksaan kualitas yang diyakini penulis sangat kurang karena dari 100% gabah/beras yang ada hanya 5% yang diperiksa oleh UD Jastamsa dan hal ini sangat membuka ruang untuk terjadinya penyalahgunaan wewenang antar pihak mitra kerja BULOG dengan pihak gudang, belum lagi HPP yang dirasa sangat rendah dan negosiasi yang kurang berjalan dengan baik. Usulan awal mengenai masalah ini yaitu dengan melakukan menjalin hubungan yang erat dengan mitra kerja pengadaan serta mengoptimalkan pengawasan saat beras masuk ke gudang, Kemudian perlu adanya stimulus baru dan bentuk kerjasama antara pemerintah dengan BULOG sendiri dengan pemerintah menyediakan lahan sawah di luar jawa untuk BULOG agar dapat dimanfaatkan dan dikelola sepenuhnya oleh BULOG sendiri. Menaikan HPP dari pemerintah pusat mengingingat semakin ketatnya persaingan dan semakin mahalnya harga beras dipasar

ABSTRACT Procurement management is part of the supply chain management which is in a systematic and strategic processes the procurement / company’s purchase of goods or services and the aim is to meet the needs of enterprises, by identifying the source of the goods, time, quality of goods and delivery of good to points of interest on the basis of principles and ethics in a procurement process. From the results of the identification of how the rice procurement management from Division I BULOG Yogyakarta, researcher found the fact that there are weaknesses in the system of supervision and control of procurement conducted doing by a warehouse clerk. There are much of rice deposited by partners to the warehouse that does not appropriate with standard of the company and quality’s check are believed to be the researcher is less because there is only 5% from 100% of rice were examined by UD Jastamsa so there are many space for the abuse of authority between the partners of BULOG with warehouses, and the HPP which is considered very low and the negotiation does not run well. First offer for this issue is performing establish close relationships with business partners to develop and optimize the current supervision rice to go into the warehouse, then there are needs for a new stimulus and forms of cooperation between government and BULOG to provide wetland outside of Java for BULOG to gets the benefit by managed independently by BULOG.
