Keterlibatan dan partisipasi eksekutif dalam manajemen sistems teknologi informasi :: Pada industri perbankan di Indonesia

Kesuksesan suatu sistein informasi (SI) tidak lepas dari peranan eksekutif dalam mendukung Si itu, apalagi bila organisasi tersebut menggunakan SI untuk memenangkan persaingan. Penelitian ini berusaha untuk meneliti keterlibatan dan partisipasi eksekutif dalam manajemen teknologi inforrnasi dengan mengembangkan penelitian yang telah dilakukan oleh Jarvenpaa dan Ives (I 991) dengan memfokuskan diri pada industri yang lebih sempit yaitu industri perbankan. Industri perbankan sebagai industri jasa yang berorientasi kepada kebutuhan dan kepuasan konsumen dianggap salah satu industri yang penggunaannya terhadap teknologi informasi relatif tinggi. Penelitian ini mengemukakan model-model pada dukungan eksekutif. Istilah partisipasi eksekutif dan kelerlibatan eksekutif telah banyak dipakai sebagai istilah yang saling menggantikan (sama) pada banyak buku-buku literatur sistem informasi untuk menjelaskan peranan eksekutif pada aktivitas teknologi informasi. Istilah partisipasi dan keterlibatan yang dipakai dalam penelitian ini mengacu pada istilah yang digunakan oleh Barki dan Hartwick (1989). Keterlibatan didefinisikan sebagai pernyataan yang bersifat pJyclzo1ogz.s subyektif, sedangkan partisipasi digambarkan sebagai perilaku dan aktivitas baik energi maupun waktu yang digunakan. Model-model tersebut diuji dengan meneliti perilaku dan persepsi direksi pada aktivitasnya di teknolog informasi melalui penilaian manajer teknologi infonnasinya. Hasil penelitian itu menyatakan bahwa partisipasi direksi mempunyai pengamh yang lebih kuat pada keprogresifan penggunaaan teknologi informasi dibandingkan dengan keterlibatan direksi. Keterlibatan direksi dipengaruhi oleh partisipasi direksi serta kondisi organisasionalnya.

The success of information system is offen prescribed by executive support, especially if the organizations use information technology (IT) to gain competitive advantage. The research attempt to investigate executive involvement and participation in the information technoloby management through research developing that was done by Jarvenpaa and lves (1 99 1 ) with specific focus on banking industry. Banking industry as a service industry that based on customer needs and satisfactions oriented assumed as one of industry whose products and processes focus on information. This research puts forward alternative models of executive support. The terms “exscutive participation” and “executive involvement.‘ have been used interchangeably in much of the information systems literature to describe the chief executive’s role in IT activities. In this research, the author considers participation and involvement to be two distinct constructs based on Barki and Hartwick article’s (1989). Involvement is defined as a subjective psychological state. On the other hand, participation refers. to the behaviors and activities performed. The models are tested by examinating &rector behavior’s in and perceptions of IT activities through IT manager as respondents. The result suggests that executive participation (actual behaviors) is more strongly associated with the firm’s progressive use of IT than executive involvement (a psychological state). Executive involvement is influenced by executive participation and organizational conditions.
