EKSPLORASI PEMANFAATAN LAPORAN KEUANGAN PEMERINTAH (STUDI KASUS DI PROVINSI DAERAH ISTIMEWA YOGYAKARTA)

Penelitian ini bertujuan untuk mengeksplorasi pemanfaatan laporan keuangan pemerintah bagi para penggunanya. Penelitian ini merupakan penelitian kualitatif dengan menggunakan pendekatan studi kasus. Jenis data dalam penelitian ini adalah data primer. Penelitian ini menggunakan metode pengumpulan data dengan wawancara semi terstruktur. Metode penentuan partisipan dalam penelitian ini menggunakan teknik purposive sampling. Partisipan dalam penelitian ini terdiri dari lima kelompok pengguna laporan keuangan pemerintah, yaitu: eksekutif, legislatif, masyarakat, kreditur, dan investor. Teknik analsis data dalam penelitian ini menggunakan interactive model. Hasil analisis terhadap transkrip wawancara partisipan mengarah pembentukan empat tema pokok. Pertama, sumber informasi. Laporan keuangan merupakan sumber informasi yang penting bagi pengguna laporan keuangan pemerintah dari pengguna eksekutif, khususnya LRA. Kelompok pengguna masyarakat mengungkapkan bahwa internet merupakan sumber informasi yang penting. Kelompok pengguna kreditur dan investor mengungkapkan bahwa surat kabar masih merupakan sumber informasi yang penting. Kedua, Pemanfaatan Laporan Keuangan Pemerintah. Kelompok pengguna dari eksekutif dan legislatif paling intens dalam memanfaatkan laporan keuangan pemerintah. Laporan keuangan pemerintah merupakan salah satu dasar bagi eksekutif dan legislatif dalam membuat keputusan. Kelompok pengguna masyarakat memanfaatkan laporan keuangan pemerintah sebagai salah satu penunjang dalam penyusunan tugasnya. Sementara kelompok pengguna investor dan kreditur belum memanfaatkan laporan keuangan pemerintah. Ketiga, peranan laporan keuangan pemerintah. Bagi eksekutif dan legislatif laporan keuangan pemerintah berperan dalam menilai ketaatan terhadap peraturan perundang-undangan dan penilaian kinerja. Keempat, kebutuhan informasi. Kelompok pengguna kreditur dan investor belum memanfaatkan laporan keuangan pemerintah disebabkan karena informasi yang mereka perlukan belum terakomodir di dalam laporan keuangan pemerintah. Bahkan, kelompok pengguna laporan keuangan pemerintah dari kelompok investor mengungkapkan, selain kebutuhan informasi tersebut, akses untuk mendapatkan laporan keuangan pemerintah tersebut terutama untuk laporan yang lengkap masih relatif rumit. Dari kelima kelompok pengguna tersebut, kelompok pengguna dari eksekutif dan legislatif paling intens dalam memanfaatkan laporan keuangan pemerintah terutama untuk jenis laporan realisasi anggaran.

This research is a qualitative research by using a case study approach. This research is purposed for exploring the utilization of local government financial report for its users. The data used in this research are primary data. This research uses structured interview as data collection method. In order to decide the suitable participants, this research uses purposive sampling techniques. The participants include in this research consists of five users of local government financial report, they are executive, legislative, people, creditors, and investors. An interactive model becomes the chosen technique for the data analysis technique in this research. The results of participants' interview transcript lead to the establishment of four main themes. The first is information source. The financial report is an important information source for financial report users from executive user, especially LRA. A group of local government financial report users from people states that internet is an important information source. While the creditors and investors state that newspaper still becomes an important information source. The second is the Use of Government Financial Report. The group of users from local government financial report is coming from executive and legislative which use it intensively. That report becomes one of main bases for executive and legislative for making decisions. The users from people use that financial report for background in arranging their tasks. While the group of users from investors and creditors have not taken a use of that financial report. The third is roles of local government financial report. For executive and legislative members, the local government financial report has a role in assessing the fidelity toward the law and working assessment. The fourth is the need of information. The group of creditors and investors have not taken a use of that report because the information they need have not mentioned in the report. Moreover, the users of that local government financial report from group of investors state that besides the need of the information, an access for getting the complete financial report is still difficult. So, from five groups of users, executive and legislative becomes the most intense users in using the local government financial report, especially for the report of fund realization.
