EVALUASI IMPLEMENTASI SISTEM PROJECT AND PORTFOLIO MANAGEMENT DI PUSINTEK KEMENTERIAN KEUANGAN MENGGUNAKAN METODE END USER COMPUTING SATISFACTION (EUCS)

PUSINTEK adalah unit kerja di bawah Sekretariat Jenderal Kementerian Keuangan yang mempunyai tugas memantau seluruh proyek teknologi informasi yang ada di lingkungan Kementerian Keuangan. Pengelolaan proyek menggunakan cara lama yaitu dengan menggunakan metode tanya jawab kemudian status proyek ditulis di Ms. Office PowerPoint atau Ms. Office Excel. Karena dirasa informasi tidak Up to Date dan lambat, maka dipergunakanlah sistem Project and Portfolio Management (PPM) untuk pengelolaan proyek. Implementasi sistem PPM yang sudah berjalan perlu dilakukan evaluasi agar diketahui apakah implementasi sistem sudah cukup optimal dan memuaskan pengguna atau belum. Untuk mengetahui hal tersebut dilakukanlah evaluasi implementasi sistem dengan mengunakan metode End User Computing Satisfaction (EUCS). Dengan metode EUCS akan diketahui apakah pengguna sistem puas dengan implementasi sistem. Penelitian ini dilakukan dengan pengamatan sistem PPM dan wawancara ke para pengguna sistem dengan mengacu pada komponen-komponen metode EUCS. Komponen metode EUCS adalah Isi, Akurasi, Bentuk, Kemudahan, dan Ketepatan Waktu, kemudian dari hasil wawancara akan dapat menghasilkan komponen baru yaitu Perilaku yang akan menjadi acuan komponen Kepuasan. Kepuasan akan menjadi hasil akhir evaluasi implementasi sistem akan dipakai untuk meningkatkan optimalisasi penggunaan sistem PPM. Hasil penelitian kemudian akan divalidasi menggunakan metode triangulasi, masing-masing hasil wawacara dibandingkan satu sama lainnya untuk menghasilkan kesimpulan yang valid atau tidak valid. Tesis ini menghasilkan bahwa saat ini sistem PPM sudah cukup memuaskan para pemakai, tetapi masih banyak yang perlu ditingkatkan. Sistem PPM masih mempunyai beberapa kekurangan dalam hal Isi, Akurasi dan masih perlu ditingkatkan lagi, sedangkan dalam hal Bentuk, Kemudahan, dan Ketepatan Waktu sistem PPM cukup memuaskan. Kemudian dari komponen Perilaku, pengguna cukup antusias dalam pengoperasian sistem PPM. PUSINTEK is a unit under the Secretary General of the Ministry of Finance which has task to monitor all existing information technology projects in the Ministry of Finance. Management of project using the old way is by using question and answer method and then the status of the project written in MS. Office PowerPoint or MS. Office Excel. Because the information is considered not up to date and slow, then the system project and portfolio management (PPM) is choosen for project management. Implementation of existing PPM systems need to be evaluated in order to know whether the system implementation is optimum and satisfying. To determine the performance by evaluating the implementation of the system using End User Computing Satisfaction (EUCS) method. By EUCS method, it will be known whether the system�s users are satisfied with the implementation of the system. This study was conducted by observing and interviewing the PPM system�s users with respect to the components EUCS method. The components of EUCS method is Content, Accuracy, Format, Ease, and Timeliness, then the results of the interview will be generate new components �Attitude� that will be the reference Satisfaction component. Satisfaction will be the final result of evaluation system implementation and to be used to improve the optimization the use of the PPM system. The results of the study will then be validated using triangulation methods. Interview results were compared to each other to produce a valid or invalid conclusion. The conclusion system PPM implementation is sufficient to satisfy the users, but still needs a lot of improvement. The PPM system still has some shortcomings in terms of Content, Accuracy, while in terms of Format, Ease, and Timeliness the PPM system are quite satisfactory. The Behaviour�s component resulted as enthusiastic users in the operation of the PPM system.
