PENENTUAN NILAI PENGGANTIAN WAJAR TANAH UNTUK KEPENTINGAN UMUM (Kasus Pembebasan Lahan di Desa Sentolo Kecamatan Sentolo Kabupaten Kulon Progo)

Nilai Penggantian Wajar (NPW) merupakan nilai yang sewajarnya diberikan oleh pemerintah dalam rangka melakukan kegiatan pengadaan tanah bagi pembangunan untuk kepentingan umum. NPW adalah istilah yang diberikan oleh Masyarakat Profesi Penilai Indonesia (MAPPI) yang terdiri dari nilai kerugian fisik dan nilai kerugian non-fisik. Penilaian ini dilakukan untuk menentukan NPW atas kegiatan pengadaan tanah di Kecamatan Sentolo, Kabupaten Kulon Progo Nilai kerugian fisik dalam penelitian ini terdiri dari nilai kerugian tanah, nilai kerugian bangunan, nilai kerugian tanaman dan nilai kerugian sarana pelengkap bangunan, maka total nilai kerugian fisik sebesar Rp6.662.059.674,00. Nilai kerugian non-fisik dalam penelitian ini terdiri dari nilai PPh, nilai PPAT, nilai BPHTB, nilai premium, biaya sewa dan biaya pindah, sehingga total nilai kerugian non-fisik sebesar Rp633.040.389,00. Nilai penggantian wajar yang harus dibayarkan oleh Pemerintah Daerah Kabupaten Kulon Progo sebesar Rp7.295.100.063,00

Replacement Fair Value (NPW) is a reasonable value given by the government in order to conduct land acquisition activities for development for the benefit of the public. NPW is the term given by the Indonesian Society of Appraisers (MAPPI) which consists of the value of physical losses and the value of non-physical losses. The assessment was conducted to determine the NPW on land acquisition activities in the District Sentolo, Kulon Progo Physical loss value in this study consists of the value of the land loss, loss value of the building, the value of crop losses and losses of supplementary facilities of the building, then the total value of the physical loss of Rp6.662.059.674,00. Value of non-physical losses in this study consists of the value of income tax, value PPAT, BPHTB value, the value of the premium, the cost of rent and the cost of moving, so that the total value of non-physical losses amounted Rp633.040.389,00. Fair replacement value to be paid by the Regional Government of Kulon Progo Rp7.295.100.063,00.
