PENGAWASAN MAJELIS PENGAWAS DAERAH (MPD) GABUNGAN TERHADAP PELAKSANAAN TUGAS NOTARIS DI KEDU UTARA

Penelitian ini bertujuan untuk mengetahui dan menganalisis Pelaksanaan Pengawasan Majelis Pengawas Daerah (MPD) gabungan terhadap penyelenggaraan tugas Notaris di Kedu Utara dan mengetahui faktor-faktor yang menghambat pelaksanaan pengawasan tugas Notaris oleh Majelis Pengawas Daerah Gabungan di Kedu Utara. Penelitian ini menggunakan jenis penelitian normatif-empiris dengan data sekunder dan data primer. Sifat penelitian ini merupakan penelitian hukum yang bersifat deskriptif. Data sekunder diperoleh dari penelitian kepustakaan dengan metode dokumentasi dan alat pengumpulan data berupa studi dokumen. Data primer diperoleh langsung dari responden dan narasumber dilapangan melalui wawancara dengan alat pengumpulan data berupa pedoman wawancara. Responden dalam penelitian ini yaitu Majelis Pengawas Daerah Gabungan dan Notaris Kedu Utara. Narasumber dalam penelitian ini yaitu Ketua Pengawas Daerah INI Kedu Utara. Data dianalisis secara kualitatif. Hasil penelitian ini menunjukkan bahwa pelaksanaan pengawasan Majelis Pengawas Daerah (MPD) gabungan terhadap penyelenggaraan tugas notaris di Kedu Utara yaitu melaksanakan pengawasan dengan sistem pemeriksaan silang. Pengawasan dilakukan secara berkala yaitu setahun sekali dan pembinaan notaris dilakukan dengan pertemuan rutin setelah satu sampai dengan dua bulan dari pemeriksaan berlangsung. Faktor yang menghambat pelaksanaan pengawasan tugas Notaris oleh Majelis Pengawas Daerah Gabungan dan cara mengatasinya di Kedu Utara dibagi menjadi faktor eksternal dan internal. Faktor eksternal yaitu luas daerah yang diawasi dan faktor internal yaitu sumber daya manusia anggota MPD, keterbatasan dana, dan kantor sekretariat MPD.

This study aims to determine and analyze the implementation of monitoring the Joint Regional Supervisory Council (MPD) of the operation of the Notary task in North Kedu and determine the factors that hinder the implementation of monitoring of Notary Task by The Joint Regional Supervisory Council in North Kedu. This research uses empirical-normative research with secondary and primary data. The nature of this research is a descriptive law study. Secondary data were obtained from the research literature with the method of documentation and data collection tools such as document study. The primary data obtained directly from respondents and informants in the field through interviews with data collection tools in the form of guidelines for the interview. Respondents in this study is the Joint Regional Supervisory Council and North Kedu Notary. Informant in this research is the Chairman of the Regional Supervisory INI North Kedu. Data were analyzed qualitatively. The results of this study indicate that the implementation of monitoring the Joint Regional Supervisory Council (MPD) of the notary task in North Kedu of carrying out the supervision of the cross-examination system. Monitoring is conducted periodically once a year and notary coaching is done by regular meetings after one to two months of the inspection taking place. Factors that hamper the implementation of supervisory Notary task by the Joint Regional Supervisory Council and how to cope in North Kedu divided into external and internal factors. External factors that comprehensive surveillance area and internal factors, namely human resources MPD members, limited funds, and the secretariat office MPD.
