ANALISIS PERAN LEADERSHIP DALAM IMPLEMENTASI E-DEVELOPMENT PADA PEMERINTAH DAERAH (KASUS KOTA PEKALONGAN)

Strategi pembangunan dengan pemanfaatan Teknologi Informasi dan Komunikasi (TIK) salah satunya dengan kerangka kerja E-Development. E-Development adalah upaya menjadikan pembagunan nasional maupun daerah agar lebih efektif dan efisien dengan mengembangkan dan memberdayagunakan TIK secara optimal. E-Development merupakan program yang membutuhkan kolaborasi antar stakeholder yang bisa tercapai dengan pendekatan penguatan Leadership. E-Leader merupakan posisi strategis untuk menerapkan kerangka kerja E-Development karena merupakan faktor kunci yang bisa menggerakkan semua stakeholder baik pemerintah dan non pemerintah. Saat ini pada kenyataannya program E-Development di beberapa daerah kurang optimal dalam pelaksanaannya. Penelitian ini menggunakan metode analisis kuantitatif menggunakan SEM PLS dengan software Smartpls yang mengukur peran Leadership pada implementasi E-Development khususnya E-Government dan E-Society. Beberapa variabel yang mewakili Leadership yaitu Budaya Organisasi, Transformasi Organisasi dan Leadership Quality. Penelitian dilakukan pada Pemerintah Kota Pekalongan dalam bentuk kuesioner yang diberikan kepada 120 responden yang terlibat dalam pelaksanaan program E-Development. Hasil dari penelitian ini adalah hubungan antara Budaya Organisasi, Transformasi Organisasi dan Leadership Quality berpengaruh terhadap implementasi E-Development. Akan tetapi Budaya Organisasi terhadap kesuksesan pelaksanaan E-Government kurang sigifikan dikarenakan adanya beberapa kendala yang dihadapi seperti adanya resistensi perubahan Penyelenggaraan Pelayanan Pemerintahan dari manual ke elektronik, belum lengkapnya Acuan Peraturan Pemerintah pusat, adanya ego sektoral SKPD dalam pengelolaan sumberdaya TIK, belum selarasnya Rencana Strategis TIK dengan RPJMD (Perubahan Visi, Misi Walikota dan Wakil Walikota terpilih), dan kesenjangan digital antara pimpinan SKPD dan staf.

One of Development strategies with using Information and Communication Technology (ICT) that is an E-Development framework. E-Development is an effort to make national development and regional levels to make it more effective and efficient by developing and empowering ICT optimally E-Development is a program that requires collaboration among stakeholders that could be achieved by strengthening Leadership approach. E-Leader is well positioned to implement the framework of E-Developmet because it is a key factor that can drive all the stakeholders including the government and non-government. Currently in fact the program E-Development in some areas less than optimal implementation. This study uses quantitative analysis using SEM-PLS with Smartpls software that measures Leadership role in the implementation of E Development programme especially for E-Government and E Society. Some variables that representing of the Leadership is Organizational Culture, Organizational Transformation and Leadership Quality. The research was conducted in Pekalongan City Government in the form of questionnaire given to 120 respondents involved in the implementation of the E-Development program. Results from this study is the relationship between Organizational Culture, Organizational Transformation and Leadership Quality affect the implementation of E-Development. But the Cultural Organization of the success of the implementation of E-Government less sigifikan due to some obstacles faced such resistance changes Implementation Services Administration from manual to electronic, not yet completed the Reference Regulation of central government, the SKPD ego sector resource management of ICT, not disjointed Strategic Plan ICT RPJMD (Change Vision, Mission elected Mayor and Deputy Mayor), and the digital divide between SKPD leaders and staff.
