PENERAPAN ASAS EFEKTIVITAS DAN EFISIENSI DALAM GOOD GOVERNANCE PADA PENYELENGGARAAN NEGARA DI KEMENTERIAN AGAMA REPUBLIK INDONESIA

Penelitian ini bertujuan untuk mengetahui penerapan asas efektivitas dan efisiensi yang ada dalam good governance diterapkan oleh kementerian agama republik Indonesia untuk menyelenggarakan negara. Penelitian ini dilakukan secara normatif yang menggunakan studi pustaka dengan basis data sekunder, yaitu bahan hukum primer, sekunder dan tersier. Dalam menganalisis data menggunakan metode deskriftif dan preskriptif. Deskriptif yaitu memberikan gambaran terhadap subjek dan objek penelitian. Preskriptif yaitu memberikan argumentasi atas hasil penelitian yang selanjutnya argumentasi tersebut digunakan untuk menunjukkan mengenai kebenaran atau tidak. Penerapan asas efektivitas dan efisiensi sejauh ini masih jauh dari sempurna. Meski dalam pelaksanaannya telah dilakukan sesuai dengan ketentuan undang- undang namun pemaknaan dan pemahaman bagaimana asas tersebut dilaksanakan berbeda dengan pelaksana yaitu yang berorientasi pada pertumbuhan ekonomi sedangkan undang-undang mengisyaratkan untuk memberikan pelayanan kepada masyarakat. Selanjutnya dalam pembahasan akan menjelaskan tentang bagaimana asas efektivitas dan efisiensi dilaksanakan serta menggali mengapa asas efektivitas dan efisiensi perlu dikembangkan secara lebih jauh khususnya oleh Kementerian Agama Republik Indonesia.

Research aims to understand the application of the principle of effectiveness and efficiency which is in good governance applied by the ministry of religious affairs of the republic of Indonesia to implement the state. The study is done as normative that uses the literature study with the base secondary data, namely material law primary, secondary and tertiary. In analyzed data uses the method descriptive and prescriptive. Descriptive namely providing picture to the subject and object research. Prescriptive namely providing argument for the result of research next argument is used to show about the truth or not. The application of the principle of effectiveness and efficiency so far is far from perfect. Although in its implementation was undertaken in accordance with the provisions of a statute but purport and understanding how the principle of had been conducted different from implementing that which is oriented on economic growth while the act of suggested to offer a service to the community. Next in discussions will explain how the principle of effectiveness and efficiency carried out as well as to identify why the principles of the effectiveness of the need to developed in further especially by the ministry of religious affairs of the republic of Indonesia.
