Tehnologi Informasi tidak saja terdiri dari tehnologi komputer (perangkat keras dan perangkat lunak) untuk mengolah dan menyimpang informasi, tetapi juga tehnologi komunikasi untuk menterjemahkan informasi. Sistem informasi yang baik membutuhkan infrastruktur dan dukungan gabungan aplikasi dari kegiatan organisasi, termasuk strategik, taktik dan kegiatan operasional. Beberapa manajer membutuhkan mereka untuk mengambil keputusan dalam menjalankan kegiatan organisasional berdasarkan ketersediaan informasi. Sejak Presiden Megawati Soekamoputri menyetujui UU Migas, hak monopoli PERTAMINA untuk mengelola minyak dan gas bumi perlahan-lahan berkurang. Dalam era persaingan bebas, informasi memegang peranan yang penting di dalam kegiatan usaha. Suatu perusahaan akan dapat memenangkan persaingan usaha jika perusahaan tersebut mempunyai kekuatan dalam tehnologi informasi. Hasil dari perubahan yang diharapkan dalam mengukur efektifitas Tehnologi Informasi lebih penting bagi perusahaan besar. Hasil pengukuran dapat digunakan sebagai dasar untuk mengambil keputusan dalam melakukan perubahan. Sebagian besar manajer menganggap bahwa pengukuran efektifitas Tehnologi Informasi adalah salah satu faktor kunci keberhasilan organisasi

Information Technology comprises not merely computer technology (hardware and software) for processing and storing information, but also communications technology for transmitting information (Martin, et al., 1999). A good information system needs infrastructure and integrated application supports intended to endorse the activities of the organization, which includes strategic, tactical and operational activities. Many managers need them to make decisions to operate their organizational activities based on the availability of the information. Since President Megawati Soekarnoputri has approved oil and gas regulation (uv Migas), the monopoly authority of PERTAMINA to manage oil and gas has been reduced step by step. In free competition era, information plays an important role to uphold business operations. A Company can be a champion in business competition if it has powerful information technology (IT). The changing results instrument requirement to measure IT effectiveness, more importantly, for large companies. Measurement result can be used as basis for decision making in conducting changes, restructuring or IS outsourcing function. Mostly managers consider that IT effectiveness measurement is one of organization key success factors.
