Analisis Proses Implementasi Kebijakan Dual-Track Policy Amerika Serikat terhadap Iran di Bawah Pemerintahan Barack Obama dalam Isu Iran Nuclear Deal

enulisan riset ini akan menyoroti tentang proses implementasi kebijakan dual-track strategy Amerika Serikat terhadap di Iran dibawah pemerintahan Obama tahun 2008-2015. Dengan menggunakan konsep two-level games, penulis akan melihat kaitan politik domestik terhadap proses pengambilan kebijakan di level internasional dengan menggunakan determinan: (i) preferensi, koalisi, dan distribusi kekuasaan di level domestik, (ii) institusi politik di level domestik, dan (iii) preferensi serta strategi negosiator di level internasional. Ketiga determinan tersebut akan menjadi fokus utama dalam menganalisa proses negosiasi kesepakatan nuklir Iran sebagai bagian dari implementasi kebijakan dual-track strategy Amerika Serikat. Fokus penelitian akan mencakup proses perumusan kebijakan dual-track strategy sejak tahun 2009 hingga proses ratifikasi hasil negosiasi nuklir, Joint Comprehensive Plan of Action, di level domestik Amerika Serikat pada Oktober 2015.

This undergraduate thesis broadly examines the impact of domestic politics on the international negotiation outcomes. The purpose of this research is to highlight the role of US domestic politics in the implementation process of the US dual-track strategy towards Iran under Barack Obama administration. By using Putnam's two-level games concept, the analysis will focus on three main determinants: (i) the distribution of power, preferences and coalitions among Level II constituents, (ii) Level II political institutions, and (iii) the preferences and strategies of the Level I negotiator. These determinants will be the focal point on the analysis of US domestic politics impact on the negotiation process of the Iran Nuclear Deal, as a part of the dual-track strategy implementation. The research will include the policy making process of the dual-track strategy in 2009 until the ratification process of the Iran Nuclear Deal, Joint Comprehensive Plan of Action in October 2015.
