Respon Pemerintah Brazil pada Masa Pemerintahan Presiden Luiz Inacio Lula da Silva terhadap Perkembangan Slum Tourism di Rio de Janeiro

Fenomena slum tourism merupakan sebuah hal baru dalam dunia pariwisata dan keberadaannya masih menuai pro dan kontra sampai saat ini. Meskipun begitu, kegitan tur mengunjungi daerah kumuh ini tetap bermunculan di berbagai negara berkembang tidak terkecuali di Brazil yang menjadi fokus pada skripsi ini. Setelah hampir 20 tahun eksistensinya di Brazil, slum tourism mendapat dukungan pada masa Pemerintahan Presiden Luiz Inacio Lula da Silva yang menjabat pada tahun 2003 sampai 2011. Padahal kawasan slum / favela di Brazil dianggap sebagai permasalahan kota dan memberikan citra buruk karena keadaannya yang dipenuhi kemiskinan dan kriminalitas. Oleh karena itu, tujuan dari skripsi ini adalah untuk mencari tahu motif dari dukungan Pemerintahan Presiden Lula terhadap aktivitas slum tourism di Rio de Janeiro. Skripsi ini mencoba untuk melihat motif Pemerintahan Presiden Lula dengan menganalisis manfaat yang akan didapatkan dari adanya slum tourism serta melalui analisis kepentingan yang dimiliki oleh Presiden Lula.

The slum tourism phenomenon is a new thing in the world of tourism and its existence is still facing pros and cons to this day. Nevertheless, the activity of a tour visiting the slums continue to appear in many developing countries. Slum tourism is also happening in Brazil which are the focus in this undergraduate thesis. After nearly 20 years of existence in Brazil, slum tourism just received support during the administration of President Luiz Inacio Lula da Silva, who took office in 2003 - 2011. Whereas slum district / favela in Brazil is considered as the problems of the city and give a bad image because of the circumstances which met poverty and criminality. Therefore, the aim of this research is to find out the motive of the support from the administration of President Lula to the activity of slum tourism in Rio de Janeiro. This research tries to look at the motives from the administration of President Lula to analyze the benefits to be derived from the slum tourism and also through an analysis of the interests from President Lula
