Relasi Antar Aktor Dalam Perumusan Kebijakan Publik: Studi Tentang Relasi Pemerintah dan Pokdarwis Dewa Bejo dalam Perumusan Kebijakan Pengelolaan Gua Pindul

Helmke dan Levitsky menyebut kelompok masyarakat yang memiliki seperangkat aturan sosial bersama, umumnya tidak tertulis yang diciptakan, dikomunikasikan dan ditegakkan diluar lembaga pemerintah sebagai institusi informal. Sedangkan institusi formal merupakan aturan dan prosedur yang dibuat, dikomunikasikan dan dilaksanakan oleh seluruh lembaga pemerintah diterima sebagai aturan resmi. Institusi informal dapat menjadi alat analisis ideal untuk mempelajari pola relasi antar institusi dalam struktur sosial, serta memahami bagaimana regulasi dibentuk untuk memaksa perilaku aktor politik tertentu. Helmke dan Levitsky membagi empat pola relasi antar institusi informal dengan institusi formal berdasarkan efektifitas dan keselarasan tujuan. Empat pola relasi tersebut yaitu complementary informal institutions, accommodating informal institutions, substitutive informal institutions dan competing informal institutions. Studi ini menelaah "Bagaimana pola relasi yang terbangun antara Pemerintah Kabupaten Gunungkidul dan Pokdarwis Dewa Bejo dalam proses lahirnya kebijakan Pengelolaan Goa Pindul?". Faktor pendorong lahirnya intitusi informal merupakan konsekuensi dari melemahnya kinerja struktur formal yang dalam situasi tertentu melahirkan praktik-praktik informalitas yang dinilai lebih efektif sehingga cenderung dimanfaatkan oleh sejumlah aktor untuk mempengaruhi saluran kekuasaan formal agar kebijakan yang dirumuskan pemerintah berpihak pada aktor dan kepentingan tertentu. Praktik informalitas ini tampak pada proses perumusan Keputusan Bupati Gunungkidul Nomor 316/KPTS/2013. Keterlibatan banyak aktor yang berkonflik tidak serta merta semua aktor dilibatkan dalam proses perumusan Surat Keputusan Bupati Gunungkidul Nomor 316/kpts/2013. Konflik menyebabkan pengelola Gua Pindul yaitu Pokdarwis Dewa Bejo membutuhkan payung hukum dari tuntutan pihak Atiek Damayanti. Hal tersebut membuat Pokdarwis membutuhkan kehadiran Pemerintah Kabupaten Gunungkidul dan berusaha mengakomodasi kepentingan Pemerintah yang ingin menarik retribusi masuk kawasan wisata Gua Pindul. Kesimpulan penelitian ini adalah bahwa dalam proses perumusan Keputusan Bupati Gunungkidul Nomor 316/KPTS/2013 pola relasi yang terbentuk antara Pemerintah Kabupaten Gunungkidul dan Pokdarwis Dewa Bejo merupakan bentuk yang disebut Helmke dan Levitsky (2004) sebagai accommodating informal institution. Dimana Pokdarwis Dewa Bejo lahir sebagai intitusi informal yang memiliki goals yang bertentangan dengan Pemerintah Kabupaten Gunungkidul. Dalam hal ini Pokdarwis Dewa Bejo membutuhkan peran Pemerintah Kabupaten Gunungkidul untuk memberikan perlindungan atau payung hukum dalam mengelola Gua Pindul. Sedangkan Pemerintah Kabupaten Gunungkidul membutuhkan Pokdarwis Dewa Bejo untuk mengakomodasi Pemerintah dalam penarikan retribusi yang akan menambah pendapatan daerah.

Helmke and Levitsky call groups of people who have a shared set of social rules, usually unwritten created, communicated and enforced outside of government agencies as informal institutions. While the formal institutions are the rules and procedures established, communicated and implemented by all government agencies accepted as official rules. Informal institutions can be an ideal analysis tool for studying the pattern of relations between institutions in the social structure, as well as understand how the regulations set up to force the behavior of certain political actors. Helmke and Levitsky divide the four patterns of relationship between informal institutions with formal institutions based on effectiveness and alignment of goals. Four patterns of these relationships are complementary informal institutions, accommodating informal institutions, substitutive informal institutions and competing informal institutions. This study examines "How pattern of relations that have developed between the Gunungkidul District Government and Pokdarwis Dewa Bejo in the formulation process of Pindul Cave management policies?". The driving factors for the birth of informal institutions is a consequence of weakening performance in formal structures in certain situations childbirth practices of informality is more effective so that tends to be used by a number of actors to influence the formal channels of power to ensure that policies formulated by the government in favor of the actor and of particular interest. Practice this informality shown in the formulation process of Gunungkidul Regency Decree No. 316 / KPTS / 2013. The involvement of many actors of the conflict are not necessarily all of the actors involved in the process of formulation of Gunungkidul Regency Decree No. 316 / KPTS / 2013. Conflicts leads the management of Pindul Cave namely Dewa Pokdarwis Bejo needs legal protection from prosecution of Atiek Damayanti side. It makes Pokdarwis requires the presence of Gunung Kidul District Government and tried to accommodate the interest of the government that wants to attract the entry fees of Pindul Cave tourist area. The conclusion of this study is that in the process of formulation of Gunung Regent Decree No. 316 / KPTS / 2013 pattern of relations formed between the Gunungkidul District Government and Pokdarwis Dewa Bejo is a form called Helmke and Levitsky (2004) as accommodating informal institution. Whereas Pokdarwis Dewa Bejo was born as informal institutions that have different goals with the Gunung Kidul District Government. In this case Pokdarwis Dewa Bejo takes the role of Gunungkidul District Government to provide protection or legal framework in managing Pindul Cave. While the Gunungkidul District Government needs Pokdarwis Dewa Bejo to accommodate the Government's withdrawal of the retribution that will increase the local revenue.
