Intisari Sektor ekonomi informal semakin berkembang karena sektor ekonomi formal tidak mampu menyerap seluruh tenaga kerja. Sektor ekonomi informal bermakna positif karena mampu menyerap banyak tenaga kerja dan mendorong pertumbuhan ekonomi. Sektor ekonomi informal dapat bermakna negatif jika tidak ditata dengan baik sehingga menimbulkan masalah-masalah sosial. Salah satu jenis kegiatan ekonomi sektor informal yaitu pedagang kaki lima (PKL). Kehadiran PKL banyak disentuh oleh kebijakan pemerintah daerah karena menjadi salah satu potensi untuk meningkatkan pendapatan daerah, namun di sisi lain pertumbuhan PKL menimbulkan berbagai masalah sosial jika tidak mendapat penanganan yang baik. Dalam menangani pertumbuhan PKL di Kota Magelang, pemerintah daerah membuat kebijakan penataan dan pemberdayaan PKL yang diatur dalam Peraturan Daerah Kota Magelang Nomor 13 Tahun 2013. Penelitian ini bertujuan untuk mengetahui implementasi Perda Kota Magelang Nomor 13 Tahun 2013 tentang penataan dan pemberdayaan PKL sehingga dapat diketahui dampak dari implementasi kebijakan tersebut. Penelitian ini merupakan jenis penelitian kualitatif dengan analisis deskriptif. Sasaran dari implementasi kebijakan tersebut adalah PKL di Kota Magelang. Hasil penelitian terhadap implementasi Peraturan Daerah Kota Magelang Nomor 13 Tahun 2013 tentang Penataan dan Pemberdayaan PKL memberikan dampak dalam aspek sosial, ekonomi dan lingkungan. Dampak sosial implementasi kebijakan penataan dan pemberdayaan PKL lebih cenderung ke dampak negatif, masyarakat semakin jauh dalam memenuhi kehidupan sehari-hari yang murah. Dampak ekonomi dari implementasi kebijakan tersebut yaitu perubahan pendapatan PKL fluktuatif di beberapa kawasan lokasi PKL. Dampak lingkungan setelah implementasi kebijakan penataan dan pemberdayaan PKL, wilayah Kota Magelang terlihat rapi, bersih dan tertata, namun di beberapa lokasi penataan PKL kebersihan lingkungan kurang dijaga. Selama penilitian dilaksanakan, program penataan PKL lebih difokuskan oleh pemerintah daerah, sehingga program pemberdayaan PKL kurang diperhatikan sehingga PKL di Kota Magelang belum begitu merasakan manfaat dari pemberdayaan yang dilakukan pemerintah daerah. Abstract The informal economy is growing due to the formal economy can not absorb the entire workforce. The informal economy significantly positive because it is able to absorb a lot of labor and boost economic growth. The informal economy can mean a negative if it is not laid out properly, causing social problems. One type of informal sector economic activities are street vendors (PKL). The presence of many street vendors touched by local government policies for being one of the potential to increase local revenue, but on the other hand the growth of PKL cause various social problems if not get a good handling. In dealing with the growth of street vendors in the city of Magelang, local government policy making and empowerment PKL arrangement stipulated in Magelang Regional Regulation No. 13 of 2013. This study aims to determine the implementation of Magelang City Regulation No. 13 Year 2013 regarding the arrangement and empowerment of street vendors so that can know the impact of the implementation of the policy. This study is a qualitative research with descriptive analysis. The goal of the policy implementation is PKL in Magelang. Results of a study of the implementation of Magelang Regional Regulation No. 13 Year 2013 concerning Settlement and Empowerment PKL have an impact on social, economic and environmental. The social impact of policy implementation structuring and empowerment of street vendors are more likely to negatively impact, the public is increasingly far in meeting our daily lives are cheap. The economic impact of the implementation of these policies, namely the change in income fluctuate in some areas PKL PKL locations. The environmental impact after the implementation of planning policies and empowerment of street vendors, the city of Magelang look neat, clean and orderly, but in some locations structuring PKL less environmental hygiene is maintained. During research implemented, the program is more focused arrangement of street vendors by the local government, so that the development program so that less attention PKL PKL in Magelang not feel strongly about empowering the local governments.
