As developing country, Indonesia should make efforts to create firm competition in business circles. It is in line with the global condition in the areas of trade and investment. The global development marked by the rapid development of science, technology and economic has increased the intensity of relations and interdependence among nations and then, international cooperation contained in varieties of international accords has increased accordingly. As we have already known that investment holds very important role especially in the national economic restoration , creating job opportunities and national development so they hoped, the government should provide better guarantees the continuity of capital investments and more opportunities for business entities to undertake investments in Indonesia. In real business activities, investor or industries tend to cluster in areas where the localized capabilities are well suited to cater for their need and they may benefit fiom spatial proximity . Basiccaly the market wants fast economic recovery, but until now, the government policy relating with the economic sector is much unfocussed. Therefore, the government must immediately lay a concrete * base or concept and clear vision to get out from the continuous crisis
