ANALISIS FAKTOR-FAKTOR YANG MEMPENGARUHI EFEKTIVITAS TATA KELOLA SISTEM INFORMASI (Studi Kasus pada Badan Pemeriksa Keuangan Republik Indonesia)

Tujuan penelitian ini adalah untuk mengetahui faktor-faktor apa saja yang diperlukan untuk membangun dan menerapkan tata kelola TI yang efektif pada lembaga pemerintah daerah di Indonesia, serta untuk mengetahui apakah efektivitas tata kelola TI akan berpengaruh positif terhadap efektivitas dan efisiensi organisasi pemerintah daerah. Secara tidak langsung, akan diketahui faktor-faktor apa saja yang mempengaruhi efektivitas dan efisiensi organisasi. Data diperoleh dengan menggunakan aplikasi perangkat lunak yang telah digunakan secara luas di internet (web based survey), kemudian disebarkan melalui email dan media sosial yang terdapat dalam internet. Sampel yang digunakan dalam penelitian ini adalah Pemeriksa pada BPK RI yang melakukan pemeriksaan atas Laporan Keuangan Pemerintah Daerah Tahun Anggaran 2013. Analisis dilakukan dengan menggunakan salah satu metode pengujian Structural Equation Model (SEM), yaitu Smart Partial Least Square (Smart PLS). Hasil analisis menunjukkan bahwa Sistem Penilaian Kinerja dan Sistem Komunikasi terbukti secara signifikan mempengaruhi Tata Kelola Teknologi Informasi, sedangkan Komite Strategi Teknologi Informasi, Komite Pengarah Teknologi Informasi, Manajer Senior, serta Etika tidak terbukti secara signifikan mempengaruhi Tata Kelola Teknologi Informasi. Selain itu, Tata Kelola Teknologi Informasi secara signifikan berpengaruh terhadap Efisiensi dan Efektivitas suatu organisasi.

The purpose of this study was to determine what factors are required to establish and implement an effective IT governance in local government institutions in Indonesia, as well as to determine whether the effectiveness of IT governance will be a positive influence on the effectiveness and efficiency of local government organizations. This study also provides empirical evidence of the relationship between the overall effectiveness of IT governance with the effectiveness and efficiency of the organization. Obtaining the sample data by using web based survey from the Examiner on the BPK audit the Local Government Financial Statements for Fiscal Year 2013. The questionnaires were distributed via email and social media, which is available on the Internet. Analyses were performed by using one of the methods of testing Structural Equation Model (SEM), namely Smart Partial Least Square (PLS Smart). The analysis showed that IT Governance significantly affected the Efficiency and Effectiveness of an organization. In addition, the factors found to significantly affect the IT Governance is Performance Measurement Systems and Communication Systems. IT Strategy Committee, IT Steering Committee, Senior Managers, and Ethics are not found to significantly affect the IT Governance.
