STRATEGI PEMBERDAYAAN KADER KEWIRAUSAHAAN PEMUDA DAN IMPLIKASINYA TERHADAP KETAHANAN PRIBADI (Studi Kasus Balai Pemuda dan Olahraga di DIY)

Penelitian ini berfokus pada kajian strategi pemberdayaan kader kewirausahaan pemuda yang dilakukan oleh Balai Pemuda dan Olahraga Daerah Istimewa Yogyakarta (BPO DIY) pada tahun 2012 dan 2013. Fokus kajiannya diarahkan pada menganalisis strategi pemberdayaan kader kewirausahaan pemuda dan dampak bagi para kader terhadap Ketahanan Pribadi. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif, naturalistik dan berhubungan dengan sifat data yang murni kualitatif dengan harapan dapat mengungkap fokus yang ingin diteliti. Peneliti menggunakan beberapa metode yang dapat dijadikan sebagai alat untuk mengumpulkan data. Metode yang digunakan adalah observasi, wawancara dan kajian kepustakaan. Informan dalam penelitian ini terdiri dari 10 orang meliputi 3 orang dari BPO DIY, 6 orang dari peserta kader kewirausahaan pemuda yang berprestasi, dan 1 orang trainer program. Dari analisis terhadap fakta yang ada, dapat disimpulkan bahwa: 1. Program Peningkatan Upaya Penumbuhan Kewirausahaan dan Kecakapan Hidup Pemuda dalam mewujudkan kader kewirausahaan pemuda secara kuantitas dan kualitas belum optimal karena kader-kader yang dihasilkan belum mempunyai karakter yang kokoh sebagai wirausaha. Strategi penyadaran, pengkapasitasan, dan pemberdayaan oleh BPO DIY melalui seminar, pelatihan, dan konseling merupakan strategi yang tepat guna menstimulus berfikir kreatif, memiliki pengetahuan, dan motivasi, namun strategi tersebut belum sepenuhnya berhasil mengingat masih ada kader yang pasif, kendala koordinasi antar intansi pemerintah dan non-pemerintah, kurangnya kapasitas fasilitator, tidak ada follow up pasca program (pengembangan dan penilaian kinerja), 2. Dampak dari penerapan strategi program BPO DIY mampu membentuk kejujuran, toleransi, disiplin, kerja keras, kreatif, mandiri, demokratis, rasa ingin tahu, semangat kebangsaan, cinta tanah air, menghargai prestasi, bersahabat/komunikatif, peduli lingkungan, peduli sosial, tanggungjawab, meskipun rasa religius, cinta damai, dan gemar membaca belum dimiliki oleh para kader. This study focused on the studying Strategy Empowerment Youth Entrepreneurship Cadres at the Program Increasing Effort Growth and Youth Life Skills that was held by DIY Youth and Sport Public Hall in 2012 and 2013.The focus of this study is aim at analyzing the cadre of entrepreneurship youth empowerment strategy and the impact on the volunteers in order to realize the Personal Resiliance. Studying method that used in this research is qualitative method with descriptive analaytic approarch, naturalistic, and related to a purely qualitative data in hopes can express the focus which would be studied. The methods that used in this study are observation, interviews, and review of literature. Informants in this study consisted of 10 people includes three people from the DIY Youth and Sport Public Hall, 6 of the participants cadres outstanding youth entrepreneurship, and 1 trainer program. The facts of the analaysis can be concluded that: 1. The Program of Increasing Efforts Growth and Youth Life Skills Entrepreneurship in creating a cadre of youth entrepreneurship in quantity and quality is not optimal because the cadres produced donot have a strong entrepreneurial. Strategy awareness, capacity, and empowerment by the Center for Youth and Sports DIY through seminars, training, and counseling is an appropriate strategy in order to stimulate creative thinking, have the knowledge and motivation, but the strategy has not been fully successful since there are some passive cadres, constraints coordination between government agencies and non-governmental, lack of capacity of facilitator, there is not follow up after the program (development and performance appraisal), 2. Impact of the implementation of the program strategy DIY Youth and Public Hall capable of forming honesty, tolerance, discipline, hard work, creative, independent , democratic, curiosity, the spirit of nationalism, patriotism, cherish the achievements, friends / communicative, caring environment, social care, responsibility, although the sense of religious, pacifist, and reading is not owned by the cadres.
