POLITISASI PROMOSI JABATAN BIROKRASI (Kajian Politisasi birokrasi dan Promosi Jabatan Di Pemerintah Kabupaten Halmahera Barat)

Dalam perjalananannya kedua aspek ini pun selalu beriringan. Birokrat yang berasal dari partai politik akan memanfaatkan kekuasaan birokrasinya untuk mempolitisasi birokrasi dan birokrat akan memanfaatkan momentum Pemilihan Legislatif (Pileg) sebagai jalan untuk meraih jabatan. Penelitian ini bertujuan untuk mendeskripsikan kondisi politisasi birokrasi di di Halmahera Barat dan kaitannya dengan promosi jabatan setelah Pemilihan Calon anggota legislatif 2014. Data diperoleh melalui metode wawancara terhadap pihak-pihak yang terlibat langsung dalam Pimilihan Legislatif 2014, antara lain: Tim Sukses calon anggota legislatif, Aktivis, LSM, PNS, masyarakat dan beberapa dokumen/data sekunder Hasil penelitian menunjukkan bahwa telah terjadi politisasi birokrasi di Halmahera Barat pada Pileg 2014. Mobilisasi birokrasi dilakukan oleh para anggota partai yang sedang berkuasa terhadap para PNS melalui kekuasaan yang mereka miliki dengan menyasar langsung kepada calon pemilih baik keluarga maupun masyarakat biasa. Selain itu, setelah Pemilihan legislatif 2014 selesai terlihat beberapa PNS yang diduga merupakan tim sukses calon legislatif mendapatkan promosi jabatan yang dilakukan tanpa melihat syarat-syarat kelaziman. Hal ini jelas telah mencederai semangat netralitas pegawai negeri dan mengkhianati kepercayaan masyarakat. Temuan penelitian ini berimplikasi pada pentingnya pembuatan aturan yang tegas dan sanksi yang berat kepada aparat birokrat yang terlibat dalam tataran politik praktis.Promosi jabatan harus didasarkan pada prinsip The right man on the riht place and the right man on the right job. Harus dibekali dengan kecakapan, keterampilan dan pengalaman, maka perlu adanya pendidikan dan pelatihan kepemimpinan dan melewatai tahapan fit and proper test sebelum dipromosikan.
In Indonesia, bureaucracy and politics are two sides of a coin that can not be separated because politics is still become the main vehicle for bureaucracy position. Bureaucrats who come from political parties will use their bureaucracy power to politicize the bureaucracy and bureaucrats will use the momentum of Legislative Election as a way to gain bureaucracy positions. This study aimed to describe the politicization of bureaucracy in West Halmahera and its relation to promotion after Legislative Election (Pileg) 2014. Data obtained through the method of interview to the parties directly involved in Pileg 2014, such as: Success Team of legislative candidates, NGO activists, civil servants, citizens and some secondary sata/documents. The results show that there has been a bureaucracy politicization in West Halmahera in 2014 Legislative Election. Bureaucracy mobilization performed by members of the ruling party to the civil servants through the powers to did direct targeting for prospective voters both PNS families and communities. In addition, after the completion of 2014 Legislatif Election seen some civil servants who allegedly a candidates success team got promotion without meeting the terms of prevalence. This obviously damaged the spirit of neutrality of civil servants and betraying the public trust. These findings of the study have implications on the importance of making more stringent rules and heavy sanctions for bureaucratic apparatuses involved in politics. Official promotion should be based on the principle of “the right man on the riht place and the right man on the right jobâ€. They should be equipped with expertise, skills and experience through leadership education and training program and selected through a fit and proper test before being promoted.
