SISTEM PENDUKUNG KEPUTUSAN UNTUK PENENTUAN PRIORITAS KENAIKAN BIAYA KULIAH PADA PROGRAM STUDI MENGGUNAKAN ELECTRE III

Proses penetapan kenaikan biaya kuliah memerlukan suatu pendekatan sistematis, yang melibatkan penetapan tujuan dan pengembangan struktur penetapan biaya kuliah yang tepat. Penetapan kenaikan biaya kuliah, memerlukan strategi agar dasar kenaikannya bisa diterima oleh para stakeholder. Supaya perhitungan biaya pendidikan bisa lebih transparan dan akuntabel, perlu memperhitungkan beberapa faktor yang terkait dengan program studi seperti jumlah mahasiswa baru, rasio dosen, rasio penelitian, rasio pengabdian pada masyarakat, dan lain-lain. Tujuan dari penelitian ini yaitu membangun sistem yang dapat membantu pengambil keputusan untuk menentukan prioritas kenaikan biaya kuliah pada program studi. Proses penentuan peringkat program studi menggunakan metode ELECTRE III yang dikombinasikan dengan metode Entropy untuk proses pembobotan. Proses estimasi besaran tiap komponen biaya kuliah menggunakan metode analisis trend dengan metode kuadrat terkecil. Hasil penelitian ini, menunjukan bahwa sistem pendukung keputusan yang dibangun dapat menampilkan peringkat program studi, dimana posisi suatu peringkat bisa ditempati oleh lebih dari satu alternatif, yang menunjukan bahwa alternatif tersebut sama-sama disukai. Hasil penentuan peringkat program studi akan mempengaruhi hasil estimasi biaya kuliah untuk tahun berikutnya. Estimasi biaya kuliah menggunakan pengaruh peringkat program studi memberikan hasil yang lebih baik daripada hanya menggunakan estimasi analisis trend saja. Sebesar 85% untuk biaya kuliah tahun 2015 dan 62% untuk biaya kuliah 2016, perhitungan dengan analisis trend yang berada di bawah biaya yang ditetapkan ternyata angka persentasenya lebih besar jika dibandingkan dengan perhitungan menggunakan pengaruh peringkat program studi.

The process to determine the tuition fee increasing requires a systematic approach, involving the goal setting and the proper development of tuition fee determination structure. To determine the tuition fee increasing requires a strategy so that the the increasing basis can be accepted by all stakeholders. Considering several factors in the study programs is necessary in having more transparent and accountable tuition fee calculation, such as the number of new students, the ratio of the lecturers, the ratio of the researches, the ratio of the community service, and others. The purpose of this research is to build a system that can help the decision makers to determine the priority in increasing the tuition fee in the study programs. The process of determining the rank of the study programs was done by using the ELECTRE III method combined with the Entropy method for weighting process. The process in estimating the amount of each component in the tuition fees was done by using trend analysis method with the least squares method. The results of this study shows that the decision support system that was built could display the study program ranks, in which the rank position could be occupied by more than one alternative. It indicated that those alternatives were equally preferred. The results of the study program ranks would affect the estimation of the tuition fee for the following year. The estimation of the tuition fee using the influences of the study program ranks gave better results than using only the estimation of trend analysis. The calculation using trend analysis under the determined tuition fee had greater percentage compared to the calculation using the influences of the study program ranks, which was around 85% for tuition fee in 2015 and 62% for tuition fee in 2016.
