The Impact of the Implementation of Information and Communication Technology (ICT) Policy in the Ministry of Finance-Republic Indonesia: A Case Study of One ICT Security Policy

Penelitian ini bertujuan untuk mengkaji pengaruh penerapan kebijakan TIK di Kementerian Keuangan (Kemenkeu) dalam hal tingkat kematangan tata kelola TIK dan niat karyawan untuk melaksanakan kebijakan TIK. Penelitian ini menggunakan studi kasus satu kebijakan keamanan informasi untuk menganalisis dua hasil. "Pendekatan terpadu sederhana (integrated simple approach)" digunakan untuk menentukan kinerja tata kelola TIK. Di sisi lain, kuesioner berdasarkan teori perilaku yang direncanakan (theory of planned behavior) digunakan untuk mengukur niat pegawai. Setelah mengkaji dua variabel: tingkat kematangan tata kelola TIK dan niat pegawai, penelitian ini menyimpulkan bahwa penerapan kebijakan TIK di Kemenkeu memiliki korelasi positif terhadap kedua variabel.

This study examines the impact of the implementation of ICT policy in Ministry Of Finance-Republic Indonesia (MOF-RI) in terms of the maturity level of ICT governance and the intentions of the employees towards the ICT policy. This examination used a case study of one ICT security policy to analyze those two outcomes. The integrated simple approach was used to determine the ICT governance performance. On the other side, a questionnaire was developed based on the theory of planned behavior to measure the intentions of the employees. After assessing those two outcomes: the maturity level of ICT governance and the intentions of the employees, this study concluded that the implementation of ICT policy in MOF-RI has positive correlation to those two outcomes.
