KONTRIBUSI PROGRAM PMDH PT. WANA INTI KAHURIPAN INTIGA TERHADAP MASYARAKAT Desa Luwe Hulu, Kecamatan Lahei Barat, Kabupaten Barito Utara, Kalimantan Tengah

Program Pembinaan Masyarakat Desa Hutan (PMDH) mempunyai potensi berkontribusi dalam pembangunan desa. Penelitian ini bertujuan untuk mengetahui pelaksanaan dan bentuk kontribusi program PMDH, serta permasalahan yang dihadapi PT. Wana Inti Kahuripan Intiga (PT. WIKI) terhadap masyarakat Desa Luwe Hulu. Penelitian ini dilaksanakan di Desa Luwe Hulu, Kecamatan Lahei Barat, Kabupaten Barito Utara, Kalimantan Tengah dengan menggunakan metode survei langsung di lapangan dan pengambilan sampel sebagai responden sebanyak 30 orang dengan metode random. Teknik pengambilan data dengan wawancara menggunakan kuisioner dengan key informant dan masyarakat. Metode analisis yang digunakan adalah metode diskriptif. Hasil penelitian menunjukkan pelaksanaan program PMDH PT. WIKI telah berjalan namun kurang efektif. Persepsi masyarakat sangat beragam, sebagian masyarakat kurang memahami pelaksanaan program tersebut. Bentuk konstribusi program-program PMDH terbagi kedalam 5 aspek, antara lain aspek pertanian menetap, aspek peningkatan ekonomi, aspek pengembangan sarana dan prasarana umum, aspek sosial budaya dan aspek konservasi sumber daya hutan dan lingkungan. Permasalahan yang dihadapi yaitu hambatan perladangan berpindah, persengkataan lahan, minimnya sarana prasarana kesehatan, rendahnya tingkat pendidikan masyarakat, pola pikir masyarakat yang sulit untuk diubah, kondisi geografis desa dan hambatan kelembagaan.

Forest Village Community Development (Pembinaan Masyarakat Desa Hutan/PMDH) has a potention to contribute in village development. This research is aimed to understand the implementation and the form of PMDH, also to understand the problem faced by PT. Wana Inti Kahuripan Intiga (PT. WIKI) to the Luwe Hulu Village Community. This research is conducted at Luwe Hulu Village, West Lahei District, North Barito Regency, Central Kalimantan, using field survey method with 30 respondent collected by random sampling. The data was taken using interview technique using questionnaire to the key informants and the villager. The analysis method used is the descriptive method. The research result showed that the PT. WIKI’s PMDH has been implemented ineffectively. The community perception varied, some of them didn’t understand the implementation of the program. The form of the program contribution could be divided into 5 aspect, those are permanent agriculture aspect, economic improvement aspect, public facilities and infrastructure development aspect, socio-cultural aspect, and forest and environment resource aspect. The encountered problems are the obstacle by the moving cultivation, the land disputes, the people’s mindset that are difficult to change, the geographical situation of the village, and the organizational obstacles.
