KELOMPOK PENDUKUNG IBU SEBAGAI ASSISTANCE STRUCTURE PENINGKATAN ASI EKSKLUSIF

Penelitian ini berisi tentang peran Kelompok Pendukung Ibu sebagai assistance structure kebijakan ASI Eksklusif di Kecamatan Banguntapan, Kabupaten Bantul. Kelompok Pendukung Ibu adalah aktor di luar pemerintah yang membantu implementasi dan mampu menjadi jembatan sosialisasi pemerintah dan kelompok sasaran. Dalam studi Implementasi kebijakan terdapat model assistance structure yang merupakan struktur tambahan atau bantuan yang dibentuk di luar struktur organisasi yang ada, dan diberi mandat untuk mengimplementasikan kebijakan. Delivery mechanism dapat berjalan dengan lebih baik berkat adanya assistance structure yang membantu implementor. Penulis menggunakan metode kualitatif dengan pendekatan deskriptif, selanjutnya penelitian ini memaparkan hasil temuan di lapangan yang diperoleh melalui pengamatan, wawancara, dokumentasi dan partisipasi secara langsung. Hasil penelitian menunjukan di Kecamatan Banguntapan terdapat Kelompok Pendukung Ibu yang hidup dari swadaya masyarakat. Kelompok ini mengakomodir kelompok sasaran kebijakan ASI Eksklusif dengan metode sharing pengalaman. Berjalannya sharing dipandu oleh motivator dan didampingi bidan desa setempat. Terdapat beberapa faktor penghambat berjalanya Kelompok Pendukung Ibu mulai dari segi SDM, waktu, pendanaan, dan situasi lingkungan sosial. Dari kesemuanya itu Kelompok Pendukung Ibu tetap menjadi jembatan efektif antara pemerintah melalui Puskesmas dan masyarakat untuk saling transfer informasi khususnya berkaitan ASI Eksklusif dan IMD.

This research is about the role of Kelompok Pendukung Ibu (mother support group) as an assistance structure in exclusive breast milk policy in Banguntapan district, Bantul regency. Kelompok Pendukung Ibu is the actor outside government to support the implementation and can become a bridge for socialization between the government and the target group. In the implementation of policy study, there is an assistance structure model which is an additional structure or help that is formed outside the existing organization structure, and given the mandate to implement the policy. The delivery mechanism can run better due to the assistance structure that helps the implementer. The researcher uses qualitative method by using descriptive approach, then this research explains the findings in the field that are obtained by observation, interview, documentation and direct participation. The result of the findings shows that in Banguntapan district there is a Kelompok Pendukung Ibu (mother support group) that lives from non-governmental. This group accommodates the target group exclusive breast milk policy with sharing method. The passage of the sharing is guided by the motivator and also the midwife from the local village. There are several factors inhibiting the passage of the mother support group that starts from human resource, time, funding, and social environmental situation. Overall, mother support group still become an effective bridge between the government through health center and society to transfer the information each other, especially about exclusive breast milk and IMD.
