Desa Pinter pada dasarnya adalah suatu upaya melakukan akselerasi pembagunan pedesaan melalui information and communication technology (ICT). Dalam konteks ini, ICT menjadi enabler atau driven. Oleh karena itu pemahaman Desa Pinter tentu saja tidak terbatas pada ketersediaan akses dan perangkat untuk mengakses internet. Lebih dari sekadar menyediakan akses beserta perangkatnya, Desa Pinter juga harus dikembangkan suatu strategi bagaimana masyarakat pedesaan memanfaatkan akses internet untuk mendukung peningkatan kualitas hidup dan kesejahteraan. Sekaligus ketersediaan konten, agar sasaran yang dihadapkan bisa dicapai.

Desa Pinter basically is an effort to do some acceleration in developing villages towards information and communication technology (ICT). In this context, ICT is becoming the enabler or driven. Therefore, the understanding of Desa Pinter should not be limit only in the availability access and tools to access the internet. More than only supply the access and tools, a strategy to make the villagers utilize the internet access for increasing their increasing quality of life and prosperity should be developed in Desa Pinter. So do on the availability of content and target that supposed to be reached out.
