ANALISIS POHON KEJADIAN TERHADAP SISTEM PROTEKSI FISIK FASILITAS TELETERAPI RSUP DR. SARDJITO DALAM BERBAGAI SKENARIO POTENSIAL PERISTIWA PEROLEHAN AKSES TIDAK SAH

Fasilitas teleterapi RSUP Dr. Sardjito berpotensi mengalami peristiwa perolehan akses tidak sah. Sistem proteksi fisik (SPF) yang terdapat di RSUP Dr. Sardjito saat ini belum dilengkapi dengan skenario perolehan akses tidak sah potensial. Diketahuinya skenario perolehan akses tidak sah potensial ini dapat menunjukkan kelemahan pada SPF dan meningkatkan kesiapan dalam menangani pencurian dan sabotase. Tujuan penelitian ini adalah untuk mengidentifikasi berbagai skenario serangan potensial pada fasilitas teleterapi RSUP Dr. Sardjito. Sebelum skenario disusun, dilakukan terlebih dahulu pengenalan terhadap SPF secara mendalam dan sistematis. Setelah berbagai skenario disusun, analisis terhadap SPF dilakukan untuk mengetahui kesiapan SPF dalam menghadapi masing-masing skenario. Analisis ini dilakukan menggunakan analisis pohon kejadian untuk diketahui konsekuensi dan probabilitas kegagalannya. Data mengenai probabilitas kegagalan menggunakan data hipotetik. Dari penelitian ini didapatkan tujuh skenario dari dua jenis musuh, yaitu pelaku kriminal dan teroris. SPF fasilitas teleterapi lebih rentan terhadap pelaku kriminal daripada teroris.

Unauthorized access is potential to happen on teletherapy facility of RSUP Dr. Sardjito. Physical protection system (PPS) currently exists at RSUP Dr. Sardjito is not equipped yet with unauthorized access potential scenarios. Knowing these scenarios could expose the weakness on PPS and increase readiness in handling theft and sabotage. The purpose of this research is to identify various unauthorized access potential scenarios on RSUP Dr. Sardjito teletherapy facility. Before scenarios were imagined, identification of the existing PPS had to be done extensively and systemically. After the scenarios had been imagined, PPS was analysed to find out PPS readiness in each scenario. This analysis was done using event tree analysis to find out the consequence and failure probability. Probability of failure data was using hypothetical data. In this research, there are seven scenario imagined with two types of adversary, criminal and terrorist. PPS is more vulnerable to criminal than terrorist.
