Analisis strategi bersaing Kabupaten Lima Puluh Kota pada era autonomi

Berlakunya secara efektif autonomi daerah sejak tanggal 1 Januari 2001 pada hampir seluruh kabupatenlkota di Indonesia merupakan suatu peristiwa bersejarah bagi bangsa ini, dimana sistem pemerintahan yang selama ini terpusat beralih ke pemerintahan yang diselenggarakan oleh daerah dan bertempat di daerah itu sendiri. Disisi lain dengan autonomi, mau tidak mau setiap daerah kabupatenlkota akan saling bersaing antar sesamanya. Hal ini terjadi akibat daerah sudah berhak menentukan nasibnya sendiri-sendiri dan banyaknya kemiripan produk sesama kabupatenlkota yang bertetangga serta masi h lemahlrendahnya kemampuan keuangan daerah, sehingga perlu adanya suatu strategi yang tepat agar suatu daerah tetap eksis dan memenangi persaingan. Penulisan ini bertujuan untuk menganalisis strategi bersaing kabupaten Lima Puluh Kota pada era autonomi dan penelitiannya bersifat deskriptif yang menggunakan pendekatan manajemen strategis dengan alat analisis SWOT (Strengths, Weaknesses, Opportunities and Threats). Analisis SWOT digunakan untuk melihat faktor internal dan eksternal yang dihadapi oleh Kabupaten Lima Puluh Kota pada era autonomi. Adapun untuk dapat bersaing di era Autonomi, strategi yang perlu dikembangkan oleh Pemerintah Daerah Kabupaten Lima Puluh Kota adalah : 1. Jangka pendek (sampai akhir tahun 2002) meliputi : a. Merumuskan visi dan misi daerah. b. Melakukan restrukturisasi organisasi yang lebih kapabel, efektif dan efisien. c. Mendata jenis, kuantitas dan kualitas sumber daya manusia yang di butu h kan. d. Mendata semua potensi ekonomi, sosial dan budaya. e. Menyediakan anggaran yang cukup bagi sektor unggulan. f. Memanfaatkan momentum kembali ke pemerintahan bernagari. 2. Jangka Menengah dan Panjang meliputi : a. Penerapan Teknologi lnformasi (TI). b. Memanfaatkan jaringan ekonomi serantau. c. Pengembangan pembangunan yang berwawasan lingkungan. d. Menggembangkan badan penelitian dan pengembangan daerah Pengembangan pem bangunan yang berwawasan lingkungan. (LITBANCDA).

The local autonomy system has been implemented effectively since the first January 2001 in almost municipal and district in Indonesia as the substitution to centralization system that had been practiced for about 32 years by the previous regime. In this new era of governmental system each district deserves to self-determination, particularly in economic and financial policy. It is also inevitably an era in which each district competes to each other to accelerate the development of it’s economical strength. Based on this issue the writer had done some observation in the district of Lima Puluh Kota where he found the economic ability is still low and all resources as well as local products are mostly identical to those found in the neighboring districts, therefore it should be understood as an indication to the local government to find an exact strategy to anticipate the competition in this era of autonomy. Hence, the purpose of this research is to analyze the competitive strategy developed by the district of Lima Puluh Kota that would enable it to exist in such a competition. In developing this research the writer has used descriptive method, strategic approach and SWOT (Strengths, Weaknesses, Opportunities and Threats) analyzes as a tool to analyze. SWOT analyzes using to look the internal and external factors will be faced the district of Lima Puluh Kota in autonomy era. To compete in autonomy era, district of Lima Puluh Kota must develop the strategy as follow: 1. Short term (until the end of year 2002) a. Formulation the local visions and mission. b. Restrudurization of a more capable, effectiveness and efficient governmental organization. c. Collecting data all of type, quantity and quality of the human resources need. d. Collecting data all of economic, social and culture potention. e. Providing budgeting to develop primary sectors. f. Taking advantage momentum back to nagari. 2. Medium and Long term : a. Implemented the Information of technology. b. Taking advantage nebwork economic brotherhood relationship. c. Considering environmental development. d. Development of the local research agency.
