Begitu pesatnya perkembangan pangan olahan industri rumah tangga yang ada di Kota Salatiga dapat dilihat dari semakin beragamnya jenis pangan olahan ini beredar di pasaran. Beragamnya peningkatan produksi tersebut, tidak bisa dihindari ketatnya persaingan antar pelaku usaha pangan olahan industri rumah tangga, tidak menutup kemungkinan akan beredarnya produk yang tidak memenuhi persyaratan kesehatan. Oleh karena itu penulis melakukan penelitian tentang PERLINDUNGAN KONSUMEN yang dilakukan oleh industri rumah tangga terhadap keamanan produk pangannya. Penelitian ini bertujuan untuk mengetahui dan menganalisis perlindungan konsumen oleh pelaku usaha industri rumah tangga terhadap keamanan pangan abon di UD. Cap Lombok Salatiga serta untuk mengetahui dan menganalisis bagaimana peran Dinas Kesehatan dalam upaya melindungi konsumen dari peredaran pangan olahan industri rumah tangga. Penelitian ini merupakan penelitian kualitatif yang bersifat yuridis empiris dengan studi kepustakaan dan studi lapangan. hasil penelitian ini menunjukkan bahwa perlindungan konsumen oleh UD. Cap Lombok belum menjamin hak-hak konsumen, khususnya hak atas kenyamanan, keamanan dan keselamatan dalam mengonsumsi barang. Pelaku usaha industri rumah tangga UD. Cap Lombok tidak melakukan perpanjangan SPP IRT dan tidak dicantumkannya tanggal kadaluwarsa pada label kemasan. Peran Dinas Kesehatan dalam upaya melindungi konsumen masih belum efektif, hal ini dilihat dari masih ada pelaku usaha pangan olahan industri rumah tangga yang tidak memiliki ijin edar atau Sertifikat Produksi Pangan Industri Rumah Tangga SPP-IRT dan masih ada pelaku usaha yang tidak mencantumkan tanggal kadaluwarsa yang diwajibkan oleh Undang-undang.

The development of processed food from home industry sectors in Salatiga City can be seen from the growth of product variety in the market. As the processed food products became more varied, home industry for this product became more competitive; it is not strange if we found one or more products those did not meet the health requirement set by the government. Therefore, the author studied CONSUMER PROTECTION and its relation with food safety in home industry businessmen. This research aims to identify and analyze consumer protection from home industry businessmen on food security of abon at Trade Business Cap Lombok Salatiga as well as to identify and analyze how the role of the Department of Health in an effort to protect consumers from distribution of domestic processed food industry. This research is a qualitative study with juridical empirical approach; also utilizing literature and field study. The results of this research indicates that the consumer protection by Trade Business Cap Lombok has not yet guarantees consumer rights, particularly the right to comfort, security and safety in the consumption of goods. Home Industry Trade Business Cap Lombok does not extend the Food Production Certification Policy and they did not enclosed expiration date on the label of their products. The role of the Department of Health in protecting the consumer is still not yet effective; this can be seen from some of the businessmen from home industry sectors who still do not have a distribution license or Food Production Certification Policy and there are still businessmen who are not enclosing expiration date on their products labels which is a mandatory Law from the government
