KEPATUHAN PERISALAH HUTAN TERHADAP STANDAR OPERASIONAL PROSEDUR INVENTARISASI HUTAN DI SPH III SALATIGA PERUM PERHUTANI DIVISI REGIONAL JAWA TENGAH

Register data hasil inventarisasi hutan yang dilaksanakan secara berkala (10 tahunan) merupakan bahan utama untuk penyusunan rencana pengaturan kelestarian hutan. Pelaksanaan inventarisasi hutan di Perum Perhutani dilakukan oleh perisalah dengan mengacu pada Standar Operasional Prosedur (SOP) inventarisasi hutan. Penelitian ini bertujuan untuk mengetahui tingkat kepatuhan perisalah terhadap SOP inventarisasi hutan. Penelitian ini dilakukan di Perum Perhutani Seksi Perencanaan Hutan III Salatiga, Divisi Regional Jawa Tengah. Penelitian ini dilakukan dengan observasi dan wawancara terhadap perisalah dalam mengimplementasikan seluruh kriteria unjuk kerja SOP inventarisasi hutan. Masing-masing kriteria unjuk kerja dikelompokkan dan diberi bobot berdasarkan justifikasi ahli. Data tingkat kepatuhan perisalah dianalisis menggunakan skala Guttman. Kriteria kepatuhan menggunakan kriteria Husein. Tingkat kepatuhan perisalah terhadap SOP inventarisasi hutan pada kegiatan persiapan, perencanaan, pelaksanaan, dan pelaporan secara berurutan sebesar 84%, 80%, 74%, dan 97%. Tingkat kepatuhan perisalah terhadap seluruh kegiatan inventarisasi hutan rata- rata sebesar 80% dan termasuk dalam kriteria baik.

The forest register data, which came from periodic forest inventory (10- years measurement cycle) is the main data for the planning of forest sustainable regulation. The implementation of the forest inventory in Perum Perhutani was conducted by timber cruiser with reference to the Standard Operating Procedures (SOP) of forest inventory. This research was aimed to determine the level of timber cruisers compliance of forest inventory SOP. This research was conducted in Salatiga Forest Planning Section III, Perum Perhutani Regional Division of Central Java. This research was done by observation and interviews to timber cruiser in the implementing of all performance criteria of forest inventory SOP. Each of these performance criteria are grouped and is weighted based on the justification of experts. The level of timber cruisers compliance were analyzed using the Guttman Scale. The level of compliance criteria were classified using the Husein Criteria. The level of timber cruisers compliance to the SOP of forest inventory in preparation, planning, implementation, and reporting are 84%, 80%, 74%, and 97%, respectively. The rate of the level of timber cruisers compliance for all performance is 80% and classified on good criteria.
