Skripsi ini membahas mengenai faktor yang menyebabkan India belum mampu sepenuhnya patuh terhadap Protokol Palermo yang telahdiratifikasidaritahun 2011.India sebagai negara dengan jumlah kasus perdagangan manusia yang terus meningkat dari tahun ketahun belum memperlihatkan upaya yang signifikan dalam mematuhi Protokol Palermo yang mengatur tentang isu perdagangan manusia secara global. India sudah memperlihatkan upayanya dalam mematuhi protokol tersebut, namun hal ini dirasa belum signifikan karena ternyata jumlah perdagangan manusia di negara tersebut terus mengalami peningkatan dari tahun 2008 hingga tahun 2013. US Department of the State of Diplomacy mengkategorikan India kedalam tier 3 dalam upaya India mematuhi Protokol Palermo. Oleh karena itu, skripsi ini bertujuan untuk mengetahui faktor-faktor yang membuat India belum sepenuhnya mampu untuk patuh terhadap Protokol Palermo. Untuk melihat hal tersebut, penulis menggunakan metode kualitatif dengan landasan konseptual Theory of Compliance yang dicetuskan oleh Chayes. This undergraduate thesiswill discuss about the factors that make India have not been fully comply to Palermo Protocol. India ratified the Palermo Protocol since 2011. As the country with the highest number of cases of human trafficking which is continue to increase from year to year, India has not shown significant efforts to comply.In fact, India has showedthe efforts to comply with the protocol, but it is considered not significant becausethe amount of human trafficking in that country continued to increase from 2008 to 2013. The US Department of the State of Diplomacy categorizedIndia's effort to comply into tier 3. This thesis aims to explain the causes that make India have not been fully able to comply with the Palermo Protocol. In this thesis, the author use qualitative method, with the Theory of Compliance by Chayes.
