Kerja Sama Pendidikan Asia Tenggara: Analisis atas Tujuan Harmonisasi Standar Pendidikan dalam SEAMEO Strategic Plan (SSP) 2011-2020

Tesis ini membahas mengenai kerja sama regional dalam sektor pendidikan, yaitu tujuan harmonisasi standar pendidikan negara-negara Asia Tenggara. Proses kerja sama regional di bidang pendidikan telah lama dilakukan oleh organisasi regional Southeast Asian Ministers of Education Organization (SEAMEO). Sejauh ini beberapa program telah dilakukan seperti membentuk SEAMEO Strategic Plan (SSP) (2011-2020), dengan memasukan fokus harmonisasi standar pendidikan ke dalam tujuan strategis dan menandatangani SEAMEO Statement sebagai akselerator pencapaian tujuan tersebut. Secara lebih jauh, tesis ini akan memaparkan skema-skema terkait tujuan harmonisasi standar pendidikan dalam payung organisasi regional SEAMEO. Hingga menganalisis bagaimana keberhasilan proses kerja sama tersebut jika ditinjau melalui derajat kepatuhan (compliance) para aktor.

This thesis aims to discuss about regional education cooperation, which is the goal of harmonization of education standards in Southeast Asia. The process of regional cooperation in the field of education is carried by Southeast Asian Ministers of Education Organization (SEAMEO). Some programs have been conducted such as establish the SEAMEO Strategic Plan (SSP) (2011-2020), by entering the harmonization of education standards focus into strategic objective and signed SEAMEO Statement as the accelerator of these goals. Further, this thesis will present the schemes related to the harmonization of education standards goal within SEAMEO. To analyze how about the success measurement of such cooperation process if be observed through the degree of compliance between actors.
