PENILAIAN ASET INFRASTRUKTUR PEMBANGKIT LISTRIK TENAGA HIBRID (PLTH) DI PANTAI PANDANSIMO, BANTUL, YOGYAKARTA TAHUN 2015

Kebutuhan masyarakat akan listrik setiap tahun akan terus mengalami kenaikan. Di sisi lain masyarakat di wilayah terpencil negeri kita masih ada yang belum terlayani dengan keberadaan jaringan PLN. Untuk memenuhi kebutuhan akan listrik tersebut pemerintah berupaya memberikan sebuah contoh PLTH yang bisa diterapkan di daerah terpencil dengan pengelola dari pemerintah daerah. Penelitian ini bertujuan untuk menghitung total LCC pada PLTH Bayu Baru yaitu dengan menghitung biaya keseluruhan mulai dari penanaman investasi sampai dengan masa umur manfaatnya sehingga diketahui persentase biaya pemeliharaannya. Kemudian dengan komposisi persentase biaya LCC, seberapa persen efektifitas peralatan PLTH dalam menghasilkan produk berupa listrik untuk memenuhi beban saat ini. Metode yang digunakan adalah metode LCC dan OEE. Data yang digunakan diperoleh melalui studi pustaka, dokumen, wawancara dan observasi lapangan. Umur manfaat PLTH diasumsikan 20 tahun dengan tingkat diskonto sosial sebesar 10 persen. Hasil penelitian ini diketahui bahwa nilai total LCC PLTH antara Rp8.180.202.318,54 sampai dengan Rp8.392.421.190,50 dengan persentase biaya pemeliharaan sebesar 23 persen. Adapun efektifitas peralatan keseluruhan pada PLTH sebesar 5,48 persen.

Demand of electricity each year will conitunue to increase. On the other hand, people in remote areas in our country there are still unserved by the presence PLN network. To meet the demand for electricity, the government seeks to provide an example PLTH that can be applied in remote areas with the manager of the local government. This study aims to calculate the total LCC in PLTH Bayu Baru is by calculating the total cost ranging from investment planting until the time of useful life in order to know the percentage of the cost of maintenance. Then the percentage composition of the LCC costs, what percentage PLTH equipment effectiveness in generating product in the form of electricity to meet the load current. The method used is the method of LCC and OEE. Data used were obtained through literature, documents, interviews and field observations. Useful life of PLTH assumed 20 years with social discount rate assumed 10 percent. The result of this research note that the value of the total PLTH between Rp8.180.202.318,54 to Rp8.392.421.190,50 with percentage of maintenance cost is 23 percent. The overall equipment effectiveness of PLTH is 5,58 percent.
