EVALUASI PEMANFAATAN TEKNOLOGI INFORMASI DAN KOMUNIKASI (TIK) DALAM TATA RUANG DI KOTA SURABAYA

Evaluasi merupakan salah satu aspek penting yang diperlukan untuk menentukan keberhasilan implementasi suatu sistem informasi. Melalui evaluasi akan diperoleh informasi mengenai sejauh mana keberhasilan pencapaian tujuan sistem tersebut dan juga umpan balik untuk meningkatkan kualitas sistem di masa mendatang. Pengguna merupakan kunci utama berhasil atau tidaknya suatu program diterapkan, karena sebagus apapun program dan sistem yang dijalankan tidak akan berjalan dengan baik tanpa dukungan dari pengguna. Bila pengguna menganggap sistem itu terlalu sulit dan menghambat kerja mereka, maka sistem tersebut tidak mereka gunakan dan akhirnya perencanaan dan pengembangan suatu program menjadi sia-sia. Hal ini terjadi di berbagai macam organisasi, dimana pihak manajemen telah banyak menghabiskan begitu banyak biaya untuk investasi dan pengembangan suatu sistem secara komputerisasi, tetapi akhirnya sistem tidak dapat berjalan, karena tidak adanya dukungan dari para pengguna. Penelitian ini dilakukan di Kota Surabaya dengan menggunakan analisis deduktif kualitatif, dengan penekanan pemanfaatan teknologi informasi dan komunikasi dalam tata ruang di kota Surabaya melalui perijinan online Surabaya Single Window dengan menggunakan teori kesuksesan sistem informasi Model Delone dan McLean serta mengidentifikasi faktor-faktor yang memengaruhi pemanfaatan teknologi informasi dan komunikasi. Hasil penelitian menunjukkan bahwa evaluasi efektifitas pemanfaatan teknologi informasi dan komunikasi dengan model Delone dan McLean ini berhasil membuktikan bahwa sistem informasi Surabaya Single Window yang disediakan oleh pemerintah Kota Surabaya memiliki tingkat keefektifan yang positif. Hal ini dibuktikan di dalam evaluasi yang dilakukan berdasarkan kriteria efektivitas, dan dampak dari kualitas informasi yang merupakan output dari sistem informasi yang disajikan secara akurat, tepat waktu, andal, lengkap, ringkas dan relevan sehingga para pengguna merasa bahwa layanan tersebut memiliki infromasi yang bermanfaat bagi pengguna. Faktor-faktor yang memengaruhi pemanfaatan TIK terdiri dari tiga kategori faktor yaitu faktor manusia, faktor teknologi dan faktor organisasi. Evaluation is one important aspect that is needed to determine the successful implementation of an information system. Through the evaluation will be obtained information regarding the extent of achievement of the objectives of the system and also the feedback to improve the quality of the system in the future. Users are key success or failure of a program implemented, because no matter how good a program and run the system will not run properly without the support of users. When users think the system was too difficult and impede their work, then the system is not they use and ultimately the planning and development of a program to be in vain. It occurs in a wide variety of organizations, where management has a lot to spend so much cost for investment and development of a computerized system, but eventually the system can not run, because of lack of support from the users. This research was conducted in Surabaya using deductive analysis of qualitative, with emphasis on the utilization of information and communication technologies in spatial in Surabaya through licensing online Surabaya Single Window by using the theory of successful information system model Delone and McLean and identify the factors that influence the use of technology information and communication. The results showed that the evaluation of the effectiveness of the use of information and communication technologies with models Delone and McLean was able to prove that the Single Window system Surabaya information provided by the government of Surabaya have positive levels of effectiveness. This is evidenced in the evaluation based on the criteria of effectiveness, and impact on quality of information that is output from the system information is presented in an accurate, timely, reliable, complete, concise and relevant so that users feel that the service has a infromasi that benefit users. Factors that influence the use of ICT consists of three categories of factors: human factors, technological factors and organizational factors.
