Supply Chain Management Salak Pondoh di Kabupaten Banjarnegara

Salak Pondoh merupakan salah satu komoditas hortikultura yang memiliki nilai strategis untuk dipasarkan dalam negri dan luar negri. konsep manajemen rantai pasok pada salak pondoh akan lebih sulit disebabkan karakteristik buah salak pondoh yang bulky, perishable dan musiman serta rumitnya rantai kelembagaan pelaku rantai pasok akan mempengaruhi kinerja manajemen rantai pasok. Data dianalisis dengan menggunakan Supply Chain Operations Research (SCOR) dan indeks monopoli rantai pasok. Responden yang digunakan dalam penelitian ini berjumlah 62 orang terdiri dari 52 orang petani, 3 orang pedagang pengepul, 4 orang supplier dalam kota, dan 3 orang pedagang pengecer. Ada 5 jenis aliran salak pondoh dan 4 jenis aliran uang yang terjadi pada rantai pasok salak pondoh. Jenis informasi yang terdapat rantai pasok hanya ada dua jenis yaitu informasi harga dan informasi kuantitas (jumlah) yang diminta supplier luar kota. Kinerja Supply Chain Reliability yang diperoleh adalah 66,098 (baik), Supply Chain Responsiveness adalah 4 hari (baik sekali), Supply Chain Agility tidak dapat dihitung disebabkan pelaku rantai pasok tidak menghadapi kondisi dimana adanya permintaan meningkat 20% dari jumlah salak pondoh yang telah disetorkan sebelumnya selama jangka waktu 30 hari berturut-turut, Supply Chain Cost yang diperoleh adalah 2,23 (cukup baik), Supply Chain Asset Management adalah 44 pada metrik waktu siklus (kurang) dan 4,03 pada metrik tingkat pengembalian tetap (sangat kurang). Pelaku rantai pasok Pedagang pengepul yang memiliki indeks monopoli atau kekuatan monopoli paling besar yaitu Subari dengan indeks monopoli 7,39, Rosalia 4,59, Tursito 7,31. Supplier dalam kota yang memiliki indeks monopoli tertinggi yaitu bapak Emen dengan indeks monopoli 2,19. Pelaku rantai pasok yang paling mendominasi atau tingkat monopoli yang paling besar yaitu pedagang pengepul Subari 7,39. Pedagang Pengecer yang memiliki indeks monopoli tertinggi yaitu pedagang pengecer 2 yaitu 7,28. Rantai pasok petani-pedagang pengepul-supplier merupakan rantai pasok yang paling banyak dan mendominasi dalam rantai pasok salak pondoh di kabupaten banjarnegara.

Salacca is one of horticultural commodities that have strategic value to be marketed in the country and abroad. The concept of supply chain management will be more difficult due to the characteristics of salacca are bulky, perishable and seasonal as well as the complexity of the institutional supply chain will affect the performance of supply chain management. This research analyzed with SCOR Model and Monopoly Index. Respondents were used in this study amounted to 62 people consisting of 52 farmers, 3 middleman, 4 the supplier in the city, and 3 retailer The actor of salacca supply chain in Banjarnegara namely farmers, middleman, retailers, and suppliers in the city. There are 5 types of salacca flows and 4 types of money flows that occurred in the salacca supply chain. The type of information contained supply chain there are only two types of pricing information and information quantity (amount) requested suppliers outside the city. Performance of Supply Chain Reliability obtained was 66.098 (good), Supply Chain Responsiveness is 4 days (excellent), Supply Chain Agility can not be calculated due to the actor of the supply chain do not face conditions where demand increased by 20% from the amount pondoh that had been deposited earlier for a period of 30 consecutive days, Supply Chain Cost obtained was 2.23 (good) from 5, Supply Chain Asset Management was 44 at the time metric cycle (very poor) from 100 and 4.03 from 100 in metric fixed rate of return (very poor). Supply chain actors who have the biggest index of monopoly or monopoly power is retailer 3 with index is 7.39, and other retailer 2 with index is 4,39, retailer 1 with index is 7.31. Supplier in the city that has the highest index is Supplier 4 with index is 2,19, and other supplier 1 with monopoly index is 2,19, supplier 1 with index is 1,33, supplier 2 with index is 2,12 and supplier 3 with index is 1.48. Supply chain actors that the most dominating and greatest degree of monopoly is retailer 3 with index is 7.39.
