Penataan Jalur Pedestrian yang Inklusif di Sekitar Kawasan Kampus Universitas Muhammadiyah Surakarta

Keberadaan kampus sebagai sarana yang menyediakan layanan jasa pendidikan bagi masyarakat pada umumnya memberikan dampak dan citra tersendiri terhadap pertumbuhan kawasan, dampak dan pengaruh tersebut ditandai dengan berubahnya tata guna lahan akibat adanya pemusatan aktivitas masyarakat khususnya di sekitar kampus. Dengan semakin padatnya populasi, hunian, dan aktivitas di sekitar kawasan kampus UMS, maka semakin tinggi pula mobilitas masyarakat dalam kawasan tersebut. Oleh sebab itu diperlukan adanya penataan jalur pedestrian yang inklusif supaya masyarakat di sekitar kampus khususnya mudah dalam bertransportasi tanpa harus tergantung pada kendaraan bermotor. Mewujudkan lingkungan yang ramah terhadap pejalan kaki khususnya penyandang disabilitas adalah suatu keharusan, di Indonesia peraturan terkait hal tersebut diatur dalam PerMen PU No. 30/PRT/M/2006 tentang Pedoman Teknis Fasilitas Dan Aksesibilitas Pada Bangunan Gedung Dan Lingkungan, yang juga digunakan sebagai dasar acuan dalam penelitian ini. Dengan menggunakan metode deduktif kualitatif dalam penelitian ini, serta melalui kajian pendekatan beberapa teori tentang penataan jalur pedestrian maka konsep inklusivitas dirasa mempunyai kesesuaian dengan kawasan sekitar kampus yang hiterogen. Konsep inklusivitas terdiri dari 6 variabel, tetapi setelah melalui proses kajian dan penyederhanaan maka hanya 3 variabel penelitian yang digunakan terkait jalur pedestrian, yaitu; accessibility, comfort, dan safety, yang kemudian dielaborasikan untuk mendapatkan suatu penataan jalur pedestrian yang mengakomodasi kepentingan penyandang disabilitas.

The existence of the campus as a tool providing educational services to the community usually impacts and gives its own image against the growth of the area, the impact and the influence was marked by the changing of land use due to the centrality of community activity, particularly around the campus. With the growing density of population, residential, and the activity around UMS campus area, the higher mobility of the community in the area. Therefore it is necessary for the arrangement of inclusive pedestrian way so that communities around the campus easily move without depend on motor vehicles. Realizing the environment that is friendly to pedestrians particularly people with disability is a must. In Indonesia, the regulations related to it are arranged in regulation of the minister of public works No. 30/PRT/M/2006 about Facilities and Accessibility Technical Guidelines on Building and Environment, which is also used as a basis of reference in this study. Using qualitative deductive methods in this research, as well as through the approach of several theories about the arrangement of pedestrian way, then the concept of inclusive is considered to have compatibility with the heterogen area around the campus. The concept of the inclusive consists of 6 variables, but after going through the process of review and simplification of only 3 variables that related to pedestrian way, namely; accessibility, comfort, and safety, which are then elaborated to get the arrangement of pedestrian way that accommodate disable people.
