PEMERINTAH DESA DAN IMPLEMENTASI UU NOMOR 6 TAHUN 2014 (Studi Kasus Desa Jatitengah, Kabupaten Blitar)

UU Nomor 6 Tahun 2014 tentang Desa merupakan sebuah kebijakan baru yang merupakan hasil perbaikan dari kebijakan-kebijakan sebelumnya dan baru disahkan. Sebagai sebuah kebijakan baru tentunya belum banyak orang yang meneliti lebih lanjut tentang UU ini. Disisi lain sebagai sebuah kebijakan baru, tentunya UU ini harus diimplementasikan untuk dapat melihat seberapa efektif kebijakan ini. Untuk dapat mengetahui efektifitas implementasi, diperlukan sebuah arena untuk dapat mengimplementasikannya. Oleh karena itu, dipilih Desa Jatitengah untuk melihat bagaimana proses implementasi UU Desa. Dipilihnya desa Jatitengah sebagai arena riset didasarkan pada beberapa faktor yaitu desa ini wilayahnya luas, jumlah penduduk yang tinggi dimana dengan jumlah pendudukyang tinggi tentunya kebutuhan dan aspirasi masyarakat semakin beragam dan hal ini justru berbanding terbalik dengan rendahnya respon dan kapasitas pemerintah desa dalam melakukan pelayanan publik ke masyarakat. Dengan kondisi desa Jatitengah yang demikian, apakah implementasi UU Desa di desa Jatitengah dapat berjalan dengan efektif? Untuk menjawab pertanyaan ini, peneliti menggunakan teori yang dicetuskan oleh van Meter dan van Horn mengenai implementasi kebijakan publik. Berdasarkan teori ini, ada enam variabel yang digunakan untuk melihat bagaimana iplementasi kebijakan yaitu ukuran dasar dan tujuan, sumber-sumber, komunikasi antar organisasi dan badan pelaksana, keadaan sosial, ekonomi, dan politik, serta kecenderungan pelaksana. Berdasarkan permasalahan dan teori di atas, peneliti menggunakan metode penelitian studi kasus untuk melihat dan mendalami fenomena implementasi kebijakan UU Desa yang ada di desa Jatitengah. Untuk mendapatkan informasi yang mendalam, peneliti menggunakan teknik indepth interview, observasi dan studi literatur. Berdasarkan riset yang telah dilakukan oleh peneliti, hasil riset menunjukkan bahwa hadirnya UU Desa ini ditujukan agar desa menjadi lebih mandiri, kuat, maju, dan demokratis. Untuk menjadikan desa lebih mandiri, pemerintah telah menyuntikkan dana kepada desa melalui ADD sebesar sepuluh persen dari alokasi APBN. Pemerintah juga telah melakukan sosialisasi dan pelatihan agar Pemdes paham dan mengerti benar apa yang akan dilakukannya untuk mencapai keberhasilan tujuan UU ini. Namun, hal sebaliknya ditunjukkan oleh Pemdes Jatitengah dimana pemahaman, kapasitas dan kinerja Pemdes masih rendah khususnya dalam pelayanan publik serta dalam pelaksanaan Tupoksinya aparatur desa lain masih bergantung pada arahan kepala desa sehingga tugas kepala desa semakin besar sebagai leader di desa. kondisi ekonomi desa (pendapatan) masih rendah karena sampai saat ini ADD belum bisa dicairkan, sedangkan kondisi sosial masyarakat dan politik masih dalam kondisi stabil. Oleh karena itu, sebenarnya implementasi UU Desa dapat berjalan dengan baik dan efektif jika didukung oleh Pemdes dan masyarakat yang responsif dan mau berusaha lebih untuk menyukseskan penerapan UU Desa ini.

UU Nomor 6 Tahun 2014 about villages is one of the new policy that resulted by the improvement from previous policies and this policy recently released. As a new policy, not many people were researching more about this policy. On the other hand as a new policy, this policy should be implemented to be able to see effectiveness of this policy. To determine effectiveness implementation of this policy, Jatitengah's village selected to see how the implementation process of UU Desa. Jatitengah's village was choosed as research location because this village has wide area, high population number of society, and of course the needs and aspirations of society increasingly diverse, and this is precisely inversely proportional to the low response and the capacity of village's government in the conduct of public services to society. With the conditions of Jatitengah village, how the implementation of this policy on Jatitengah village will be effective? To answer this question, researcher used the theory proposed by Van Meter and Van Horn on the implementation of public policy. Based on this theory, there are six variables used to see how the policy implementation like basic measures and goals, resources, communication between organizations and implementing agencies, the social, economic, and political, and the tendency of implementor. Based on the above issues and theory, researchers using the case study method to see and explore the phenomenon by implementation of UU Desa on the Jatitengah's village. To get indepth information, the researchers used several technique such as indepth interview, observation, and study of literature. Based on this research, UU Desa will be giving some advantage to village and intended to allow the village to become more independent, powerful, developed and democratic. To make the village more independent, the government has injected funds to the village through the ADD (ten percent of the budget allocation). The government also has giving socialization and training to village's government, exactly what it will do to achieve the success of the purposes of this policy. However, the opposite is indicated by Jatitengah village's government where understanding, capacity and performance of government still low, especially in the public services as well as in the job desk implementation and function of the other village officials that still dependent on the direction of the village's head, so the village's head has greater task as a leader in the village. The economic condition of the village (income) is still low due to the current ADD has not been disbursed, while the social and political conditions still in a stable condition. Therefore, actually implementation of UU Desa on the Village can work well and effectively if supported by village's government and societies to be more responsive and willing to strive for a successful implementation of the UU Desa.
