PEMANFAATAN CITRA QUICKBIRD UNTUK PEMETAAN BIDANG KEPEMILIKAN LAHAN DI DESA KARANGPAING, KECAMATAN PENAWANGAN, KABUPATEN GROBOGAN, JAWA TENGAH

Pemetaan berbasis kepemilikan lahan telah diamanatkan oleh Pemerintah dalam Keputusan Presiden RI Nomor 34 Tahun 2003 tentang Kebijakan Nasional di Bidang Pertanahan yaitu pada Pasal 1 ayat 3. Namun kebijakan ini belum terrealisasi secara nasional. Di sisi lain telah banyak tersedia data penginderaan jauh resolusi tinggi seperti Citra Quick Bird yang dapat dimanfaatkan untuk tujuan tersebut. Penelitian ini bertujuan untuk membuat peta yang berbasis kepemilikan bidang lahan Desa Karangpaing tahun 2015 hasil interpretasi citra resolusi tinggi Quickbird dan juga informasi dari perangkat desa atau masyarakat desa terkait yang paling sesuai. Metode yang digunakan dalam penelitian ini adalah dengan metode sensus partisipasif masyarakat desa Karangpaing dan perangkat desa Karangpaing. Pengambilan informasi dilakukan dengan pembagian formulir kuisioner kepada masyarakat desa Karangpaing dan perangkat desa Karangpaing untuk mengetahui informasi kepemilikan lahan pada bidang persil yang telah dibuat. Batas bidang persil didapatkan dari beberapa input data yang mendukung untuk pembuatan persil bidang, yaitu Citra Quick Bird daerah Kabupaten Grobogan, Peta Rupa Bumi daerah Grobogan skala 1 : 25.000, Peta Blok Pajak Bumi dan Bangunan (PBB) desa Karangpaing Tahun 2005, dan Buku Daftar Himpunan Ketetapan Pembayaran Pajak Bumi dan Bangunan (DHKP-PBB) Desa Karangpaing. Pemrosesan data dilakukan dengan menggunakan beberapa software yang mendukung, diantaranya adalah ArcGIS 10.1 yang digunakan untuk mengolah citra Quick Bird dan digitasi batas-batas persil bidang kepemilikan lahan, Microsoft Excel yang digunakan untuk mengolah tabel informasi bidang persil kepemilikan lahan Desa Karangpaing, serta beberapa software lainnya. Hasil pembuatan peta bidang persil kepemilikan lahan desa Karangpaing diperoleh informasi-informasi tentang kepemilikan bidang lahan di desa Karangpaing. Dari hasil penelitian yang diperoleh dapat disimpulkan bahwa, Citra Quick Bird mempunyai kemampuan yang cukup baik untuk pembuatan peta yang berbasis kepemilikan lahan dalam hal koreksi batas bidang persil.

Land ownership-based mapping has been mandated by the Government in the decision of the President of REPUBLIC of INDONESIA Number 34 in 2003 about national policy in the area of the land question in article 1 paragraph 3. However, this policy has not yet been reached nationally. On the other hand has a lot of available high resolution remotely sensed data such as the image of Quick Bird which can be utilized for the purpose. This research aims to create a map-based ownership of the fields of the village Karangpaing 2015 results interpretation of high-resolution Quick Bird image and also information of the village or the village community related the most appropriate. The methods used in this research is with the participatory village community census method Karangpaing and the village of Karangpaing. Information retrieval is done by the Division of the questionnaire form to the community of the village of Karangpaing and the village of Karangpaing to know the land ownership information on the field of parcels. The limits of the field of parcels obtained from some input data that support for the creation of parcels field, namely the image of Quick Bird area of Grobogan, Grobogan regional Topographical Map scale 1:25.000 maps Tax Block of Earth and building (PBB) village of Karangpaing in 2005, and the book Lists set of ordinances of tax payments and Earth building (DHKP-PBB) village of Karangpaing. Data processing is carried out using some software that supports it, such as ArcGIS 10.1 used to cultivate the image of Quick Bird and digitizing the boundaries of land ownership, field parcels. Microsoft Excel used to cultivate the field information table parcels Karangpaing Village land tenure, as well as some other software. The results of making a map of the areas of land ownership the village Karangpaing parcels retrieved information-information about the ownership of the land field in the village of Karangpaing. From the results obtained it can be concluded that the Quick Bird Image, has a pretty good ability to mapmaking based land tenure in terms of correction limits the field of parcels.
