ANALISIS PENGARUH TENAGA KERJA, PERALATAN DAN MATERIAL KONSTRUKSI PADA KENAIKAN CAPAIAN MUTU JALAN

Kualitas konstruksi jalan di Provinsi Daerah Istimewa Yogyakarta secara keseluruhan tergantung dari keberhasilan setiap aspek kegiatan yang terdapat pada konstruksi tersebut. Jalan dikatakan berhasil apabila mutu yang telah direncanakan pada tahap perencanaan terpenuhi. Tenaga kerja lapangan, peralatan dan material konstruksi merupakan faktor utama di dalam setiap pelaksanaan kegiatan konstruksi jalan. Penelitian ini bertujuan ntuk mengidentifikasi dan menganalisis ketiga faktor utama tersebut sehingga dapat diketahui pengaruhnya terhadap kenaikan capaian mutu suatu konstruksi jalan di Daerah Istimewa Yogyakarta dengan menggunakan metode analisis Structural Equation Modeling (SEM). Hasil analisis menunjukan bahwa lima indikator pada tenaga kerja yang berpengaruh signifikan terhadap kenaikan capaian mutu jalan adalah : (1) pendidikan formal; (2) pengalaman kerja; (3) penempatan sesuai keterampilan; (4) loyalitas; (5) koordinasi tenaga kerja. Pada peralatan konstruksi, faktor yang berpengaruh adalah: (1) kondisi laik pakai; (2) keterampilan operator; (3) produktivitas peralatan; (4) jumlah alat berat; (5) kesesuaian dengan kondisi medan. Pada material konstruksi, indikator yang berpengaruh adalah : (1) ketepatan mutu; (2) ketepatan jumlah material; (3) ekskalasi harga.

The quality of a road construction in D.I.Yogyakarta, depends on the success rate of every aspects that contained within the construction. A road can be classified as a successful road if the requirement that have been planned in planning process are fulfilled. Human resources, equipment and construction material are important things in implementation of road construction. This study aims to identify and analyze the three main factors, so the effect of the three main factors to the road quality can be determined. This study use Structural Equation Modeling (SEM) to analyze. The result shows that in human resources, five indicators that affect the quality of the road are: (1) human resources education level; (2) work experience; (3) placement accordance to skills; (4) loyalty; (5) coordination among human resources. In equipment five indicators that affect the road quality are : (1) equipment condition; (2) operator’s skill; (3) equipment productivity; (4) equipment quantity; (5) suitability between the equipment and the field. Then, in material, three indicators that affect the road quality are: (1) material quality; (2) material quantity; (3) material price escalation.
