ANALISIS PENGARUH PENGELUARAN PEMERINTAH SEKTOR PUBLIK TERHADAP INDEKS PEMBANGUNAN MANUSIA DI PROVINSI JAWA TENGAH TAHUN 2010-2013

Pembangunan manusia merupakan salah satu syarat mutlak bagi kelangsungan hidup bangsa dalam rangka menghasilkan sumber daya manusia yang berkualitas. Tercapainya tujuan pembangunan manusia tercermin pada besar kecilnya Indeks Pembangunan Manusia (IPM). Tugas penting dari pemerintahan daerah adalah menyediakan dan membangun kebutuhan publik melalui alokasi belanja pada APBD. Lebih spesifiknya, pemerintah daerah harus bisa mengalokasikan belanja daerah melalui pengeluaran pembangunan di sektor-sektor penting untuk meningkatkan IPM. Penelitian ini bertujuan untuk menganalisis IPM di Provinsi Jawa Tengah dengan melihat pengaruh pengeluaran pemerintah sektor publik yaitu sektor pendidikan, sektor kesehatan dan sektor infrastruktur terhadap IPM. Data yang digunakan adalah data sekunder yaitu alokasi pengeluaran pemerintah sektor pendidikan, alokasi pengeluaran pemerintah sektor kesehatan, alokasi pengeluaran pemerintah sektor infrastruktur dan Indeks Pembangunan Manusia di 35 Kabupaten/Kota Provinsi Jawa Tengah pada tahun 2010-2013 dan selanjutnya diolah menggunakan metode regresi data panel dengan program eviews 8 sebagai alat pengolahannya. Hasil penelitian menunjukkan bahwa pengeluaran pemerintah sektor pendidikan dan pengeluaran pemerintah sektor kesehatan berpengaruh positif dan signifikan terhadap IPM. Meskipun berpengaruh positif, pengeluaran pemerintah bidang pendidikan dan kesehatan masih berpengaruh kecil terhadap IPM, hal ini menandakan bahwa pengeluaran untuk bidang tersebut belum optimal baik dari penggunaannya dan alokasinya. Sedangkan untuk pengeluaran pemerintah sektor infrastruktur berpengaruh positif tetapi tidak signifikan terhadap IPM.

Human development is a prerequisite for the survival of the nation in order to produce qualified human resources. Achievement of human development is reflected in the size of the Human Development Index (HDI). The important task of local government is to provide and build public needs through the allocation of expenditure in APBD. More specifically, local authorities should be able to allocate expenditure government through development expenditures in sectors vital to improving the HDI. This research aims to analyze the IPM in Central Java province to see the effect of government expenditures in public sector, namely the education sector, the health sector and the infrastructure sector to HDI. The data used is secondary data, allocation government expenditure of education sector, allocation government expenditure of health sector, allocation government expenditure of infrastructure sector and Human Development Index in 35 District / City of Central Java in 2010-2013 and further processed using panel data regression analysis with eviews 8 programs as a processing tool. The results showed that government expenditure of education and health sector are positive and significant take effect on the HDI. Although the positive effect, government expenditure of education and health sector still take a small effect to HDI, this indicates that government expenditure is not optimal either from its use and allocation. As for the government expenditure of education sector have positively affect to HDI but not significant.
