Normative Power Uni Eropa terhadap Indonesia dalam Bidang Demokrasi dan HAM

Risalah ini membahas mengenai peran Uni Eropa sebagai kekuatan normatif dalam hubungan bilateral dengan negara ketiga (non-anggota Uni Eropa). Secara khusus, skripsi ini mencoba menjelaskan proses penyebaran norma demokrasi dan hak asasi manusia di Indonesia, dimana norma-norma tersebut merupakan norma-norma inti dari Uni Eropa. Dengan menggunakan konsep normative power yang dikembangkan oleh Ian Manners, proses penyebaran norma demokrasi dan HAM tersebut dapat dilihat menggunakan enam bentuk penyebaran, yakni contagion, informational, procedural, transference, overt dan cultural filter. Argumen utama dari risalah ini ialah bahwa kekuatan normatif Uni Eropa terhadap Indonesia dapat tercermin dalam kebijakan dan program-program yang dilakukan di bidang demokrasi dan HAM melalui keenam bentuk penyebaran norma tersebut. Program-program seperti misi pengawasan AMM dan instrumen EIDHR merupakan beberapa contoh dari kerjasama Indonesia dan Uni Eropa yang kemudian dapat memperlihatkan kekuatan normatif dari Uni Eropa.

This bachelor thesis discusses about the role of European Union as a normative power in bilateral relations scheme with the third country (non-European Union member). Particularly, this thesis tries to examine the diffusion process of the democratic and human rights norms in Indonesia, which are categorized as the core norms of European Union. By utilizing the concept of ‘normative power’ developed by Ian Manners, the diffusion process of democratic and human rights norms can be observed via six forms of diffusion, which are contagion, informational, procedural, transference, overt and cultural filter. The main argument offered in this thesis is that the normative power of European Union towards Indonesia is reflected through its policies and programmes in the field of democracy and human rights which are executed by the use of those six diffusion forms. The programmes such as Aceh Monitoring Mission (AMM) and European Instrument for Democracy and Human Rights (EIDHR) are examples of bilateral cooperation between Indonesia and the European Union that demonstrate the normative power of European Union.
