TERANG KONFLIKNYA, REDUP RESOLUSINYA: RESOLUSI KONFLIK LINGKUNGAN ANTARA PEMBANGKIT LISTRIK TENAGA UAP (PLTU) SUMBER SEGARA PRIMADAYA (S2P) CILACAP DENGAN WARGA PERUMAHAN GRIYA KENCANA PERMAI (GKP) KARANGKANDRI DI CILACAP

Pendirian Pembangkit Listrik Tenaga Uap (PLTU) Sumber Segara Primadaya (S2P) Cilacap, sebagai salah satu obyek vital yang menyuplai pasokan kebutuhan listrik bagi masyarakat luas, telah mendorong terjadinya konflik lingkungan sebagai konsekuensi dari keberadaan suatu industri. Tulisan ini berupaya mengeksplorasi secara mendalam mengenai dinamika konflik yang terjadi, sebagai tahapan dalam mencapai suatu bentuk resolusi konflik. Konflik lingkungan seperti yang dilukiskan Usman (2004) terus terjadi ditengah perluasan cakupan industri oleh PLTU S2P Cilacap. Implikasi dari hal tersebut berdampak pada keberadaan warga Perumahan Griya Kencana Permai (GKP) yang tepat berada disebelah area produksi PLTU. Mereka harus menanggung derita berkepanjangan karena berjibaku dengan polusi setiap hari. Puncaknya, mereka memutuskan pindah rumah ke tempat lain yang dirasa lebih aman, nyaman dan bebas dari polusi. Sebagai alat bantu pembacaan terhadap situasi konflik yang terjadi, tulisan ini menggunakan 2 konsep mengenai pemetaan konflik dan resolusi konflik. Pertama, analogi konflik model bawang bombay (Fisher, 2000) digunakan untuk mengeksplorasi posisi, kepentingan dan kebutuhan dari obyek sosial dan serta pihak yang berkonflik. Kedua, model resolusi konflik (Wehr, 1979) digunakan untuk mengidentifikasi suatu jalan keluar permasalahan atas konflik yang terjadi. Sementara itu, pendekatan penelitian kualitatif digunakan untuk mendeskripsikan dan memahami fenomena secara lebih mendalam dan komprehensif. Desa Karangkandri sebagai kawasan industri, khususnya warga Perumahan GKP inilah yang menjadi fokus penelitian dan batasan dalam mencari data. Akhirnya, identifikasi mengenai bentuk dan tahapan resolusi konflik didapatkan setelah melalui proses penelitian yang panjang. Berbagai upaya telah dilakukan oleh PLTU S2P Cilacap, termasuk memberikan kompenisasi dan ganti rugi kepada warga. Namun upaya tersebut bukanlah jalan keluar permasalahan mengingat hingga kini konflik terus terjadi. Resolusi konflik berkeadilan inilah yang diharapkan sebagai jalan keluar atas sederet permasalahan yang terjadi selama ini. Untuk mencapai resolusi konflik yang berkeadilan tersebut, kiranya upaya-upaya yang akan dilakukan sejatinya bermuatan politis, yang dapat berimplikasi pada perubahan kebijakan, serta untuk kebaikan semua pihak.

The establishment of power stations steam (PLTU) Sumber Segara Primadaya (S2P) Cilacap as one vital object that supplies electricity for the general public, has led to the conflict environment as a consequence of the existence of an industry. This essay will try to explore in depth on the dynamics of conflicts that have occurred, as stage in achieving a form of conflict resolution. Conflict environment as presented Usman (2004) continue to happen in the middle in expanding the coverage of industry by PLTU S2P Cilacap. The implications of this have an impact on the existence of Perumahan Griya Kencana Permai (GKP) is located beside of PLTU S2P Cilacap. They had to bear suffered prolonged because dealing with pollution every day. It peak, they decided move house to another are safe, comfortable and free from pollution. As an auxiliary apparatus recitation against the situation of conflict, This paper uses the two concept about mapping of conflict and resolution conflict. First, analogy conflict of onions model (Fisher, 2000) used to explore the position, interest and need of social object this conflict, as well as conflict parties. Second, resolution conflict model (Wehr, 1979), used to identify a way to get out problems over conflicts that have occurred. Meanwhile, qualitative research approach used to describe and understand the phenomenon in greater depth and comprehensive. Karangkandri as the area of industry, especially the Perumahan GKP these will be the focus of research and limit to search for data. Finally, identification on shape and stages of conflict resolution obtained after through long researched process. Various efforts have applied by PLTU S2P Cilacap, including assigning compensation to citizens. But this effort is not the path considering out the problems until now the conflict continue to happen. Conflict resolution system this is expected as a way to a row of the problem so far. To reach resolution conflicts that the purpose of justice, may the efforts which will be carried out actually had political intentions, That can be led to changes in policy, as well as for good all parties.
