LOCAL RESIDENTS' RESPONSE TO THE DEVELOPMENT OF HOTEL AS TOURISM FACILITY IN PRINGGOKUSUMAN, GEDONGTENGEN, YOGYAKARTA

Penelitian ini membahas tentang respon masyarakat lokal terhadap pembangunan hotel sabagai fasilitas pariwisata di Kelurahan Pringgokusuman, Kecamatan Gedongtengen. Yogyakarta. Ide yang mendasari penelitian ini adalah untuk memahami perubahan kondisi sosial yang disebabkan oleh pembangunan hotel. Penelitian ini bertujuan untuk menganalisis dampak dari pembangunan hotel sebagai fasilitas pariwisata melalui teori sosial-budaya dan tingkat kepuasan dari masyarakat lokal terhadap proses pembangunan hotel. Teori sosial-budaya menekankan pada kontak langsung antara masyarakat lokal dengan proses pembangunan hotel. Hasil penelitian ini menunjukkan bahwa kontak langsung tersebut menyebabkan masalah-masalah sosial, seperti; tingginya kecenderungan masyarakat lokal merasa khawatir terhadap keamanan proses pembangunan, penurunan keinginan untuk bersosialisari diluar rumah sejak banyaknya debu akibat proses pembangunan, perasaan kehilangan dari masyarakat yang tersisa dari proses relokasi, dan juga masalah pencatatan administratif setelah proses relokasi. Teori ini fokus pada pengujian perubahan sosial-budaya dari masyarakat lokal di Pringgokusuman, Gedongtengen, Yogyakarta terhadap pembangunan hotel sebagai fasilitas pariwisata Tingkat kepuasan dari masyarakat lokal pada penelitian ini dilihat dari pemberian dana kompensasi yang tidak masuk akal oleh pihak manajemen hotel kepada masyarakat lokal dan perjanjian yang tidak ditepati antara manajemen hotel sebagai pihak kesatu dan masyarakat lokal sebagai pihak kedua. Penelitian juga melihat dampak lain yang menyebabkan perasaan tidak nyaman dari masyarakat lokal, seperti; masalah kebisingan yang terjadi 24jam penuh selama proses pembangunan, terganggunya sinyal televisi, dan kurangnya sinar matahari akibat pembangunan hotel yang lebih tinggidari rumah-rumah masyarakat lokal disekitarnya. Tingkat kepuasan terhadap proses pembangunan hotel sebagai fasilitas pariwisata adalah rendah karena masyarakat lokal masih merasa tidak puas. Penjelasan dalam penelitian ini menggunakan descriptive-qualitative yang menjelaskan kondisi terkini dari masyarakat lokal selama proses pembangunan hotel. Metode pengumpulan data primer dalam penelitian ini diambil dengan menggunakan wawancara mendalam dengan beberapa orang-orang penting, seperti; lurah Kelurahan Pringgokusuman, ketua RT dan RW, juga beberapa masyarakat lokal yang rumahnya terletak paling dekat dengan area pembangunan hotel.

This study discusses the local residents respond towards the hotel development as tourism facility in Pringgokusuman Village, Gedongtengen Sub-district, Yogyakarta. The fundamental idea of this study is for understanding the social condition change caused by the hotel development. This study aims to analyze the impact of hotel development as tourism facility through socio-cultural theory and satisfaction level of local residents toward the hotel development process. The socio-cultural theory emphasizes on direct contact between the local residents and the hotel developer. The result of this study shows that the direct contact caused social problems, such as; the higher tendency of local residents anxiety feeling towards the safety of the development process, the decreasing willingness to socialize out from house since the dusty effect of the development process, the lost feeling of the remain residents since the relocation process, and also the administrative record problem after the relocation. This theory focuses on examining the social and cultural changing of local residents in Pringgokusuman, Gedongtengen, Yogyakarta towards the hotel development as tourism facility. The level of local residents satisfaction in this study is seen from the irrelevant compensation given by the hotel management to the local residents and not-implemented agreement that stands between the hotel management as the first party and the local residents as the second party. This study also sees the other impact that creates uncomfortable feeling for the local residents, such as; the noisy problem that happens 24hours during the construction working, the television signal disturbance, and less of sun light since the construction is higher than the residents house around. The level of satisfaction towards the hotel development process is low since there remain residents unsatisfied feelings of it. The explanation of this study is descriptive-qualitative which describes the current condition of the local residents during the hotel development process. The primary data collecting method in this study is taken by using the deep interview with several key persons, such as; the head of Pringgokusuman Village, The chief of community and neighborhood associations, and also residents whose houses are the closest to the hotel construction area.
