ANALISIS PENGARUH PENDAPATAN ASLI DAERAH TERHADAP DANA ALOKASI UMUM PEMERINTAH KABUPATEN SORONG SELATAN, 2009--2013

PAD Tahun Anggaran 2009-2013, sebagai salah satu sumber pendapatan daerah, bentuk otonomi dan derajat desentralisasi fiskal. Tujuan diadakannya penelitian ini untuk mengetahui pertumbuhan jenis-jenies penerimaan daerah terhadap PAD. Data dikumpulkan dengan metode wawancara, observasi, dokumentasi, dan media internet. Derajat desentralisasi menggunakan rasio kergantungan keuangan daerah, rasio kemandirian keuangan daerah, rasio efektivitas PAD, rasio pertumbuhan, elastisitas pendapatan, dan analisis pertumbuhan efektifitas PAD. Penelitian ini bersifat deskriptif kuantitatif yang dilakukan pada Dinas Pendapatan Daerah, Bappeda, Badan Pengelolan Keuangan dan Aset Daerah, dan website Dirjen Perbendaharan Kementrian Keuangan. Data yang digunakan adalah data primer dan sekunder. Rerata lima tahun, derajat desentralisasi fiskal 0,040 persen, ketergantungan keuangan 24,789 persen, kemandirian keuangan 0,070 persen, efektifitas PAD 1,193 persen, pertumbuhan PAD 0,20 persen, elastisitas 0,242 persen dan pertumbuhan PAD 1,76 persen. Merekomendasikan faktor-faktor yang mempengaruhi kinerja pemerintah daerah sehingga pertumbuhan PAD dari tahun 2009-2013 sangat rendah.

PAD 2009-2013 budget year, as a source of local revenue, shape and degree of decentralization of fiscal autonomy. The degree of decentralization using regional financial kergantungan ratio, the ratio of local financial independence, PAD effectiveness ratio, the ratio of growth, income elasticity, and analysis of the effectiveness of revenue growth. This is a descriptive quantitative research conducted in the Department of Revenue and Bappeda, Finance and Asset management of, and Perbendaharan Director General of the Ministry of Finance website. The data used are primary and secondary date. The mean of five years, the degree of fiscal decentralization 0,040 percent, 24.789 percent of financial dependence, financial independence 0.070 percent, 1.193 percent effectiveness PAD, PAD growth of 0.20 percent, the elasticity of 0.242 percent and revenue growth of 1.76 percent. Recommend factors that affect the performance of the local government so that revenue growth from very low 2009-2013 year.
